DISTINGUISHING FEATURES OF THE CLASS
Under general supervision, an employee in this class performs administrative
and technical work assisting the Assessor of a town having more than 15,000
parcels in the work of preparing assessment rolls. Work involves coordination
of field and office functions in the process of evaluating real property. The incumbent plans, assigns, reviews and
supervises the work of clerical employees processing property records and
maintaining files on these records. Considerable discretion is exercised in
solving ordinary problems of the unit within established laws, rules and
regulations. Work is reviewed by the Assessor for the achievement of desired results
by observation and through conferences with the incumbent on difficult and
unusual problems. Does related work as
required.
TYPICAL WORK ACTIVITIES
Maintains continuous
check on assessment records for accuracy and validity;
Trains and instructs staff
in proper procedures;
Supervises and
participates in the preparation and compilation of assessment rolls;
Effects transfers and
apportionment of properties, hears and considers other oral or written
complaints;
Explains status of
assessment program to taxpayers;
Acts as office manager
for the department, maintains time and accrual records, keeps inventory and
control of office supplies;
May act as secretary to
the Assessor.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough
knowledge of assessment procedures; thorough knowledge of town assessment
coding procedures as they relate to the compilation of a finalized assessment
roll; good knowledge of town and County codes regulating exemptions and error
correction procedures; good knowledge of laws and regulations governing the
compilation of an assessment roll to resolve problems resulting from changes in
ownership of real property, the creation of special districts, or the exercise
of eminent domain; ability to plan, assign and supervise work of a support staff in a manner conducive to
full performance and high morale; ability to establish and maintain effective
public relations; physical condition commensurate with the demands of the
position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Either:
a) Graduation from a
New York State or regionally accredited college or university with a Bachelor's
Degree, and two (2) years of supervisory experience in the preparation and
compilation of assessment rolls; or,
b) Graduation from a
standard senior high school or possession of a high school equivalency diploma,
and six (6) years of experience in the preparation and compilation of
assessment rolls, at least two (2) years of which must have been in a supervisory
capacity; or,
c)
An equivalent combination of education and experience as defined by the limits
of a) and b).
