DISTINGUISHING
FEATURES OF THE CLASS
Under general
supervision, an employee in this class investigates complaints filed with the
Real Property Tax Service Agency, documents findings and writes reports on the
results. The incumbent provides
assistance to assessing offices throughout the County, answers inquiries from
the public and performs field and office work in the collection of real
property appraisal data. Supervision is
received from a technical supervisor.
Does related work as required.
TYPICAL WORK
ACTIVITIES
Investigates claims of assessment
error submitted by the Assessor, taxpayer or attorney, and seeks out
supporting documentation to either prove or disprove the claim;
Prepares investigation reports;
Provides over-the-counter assistance
and information to the public concerning the Suffolk County Tax Map and the
sale of maps;
Provides general information to the
public regarding assessment, and answers inquiries about exemption-from-taxes
grievance forms and the correction of assessment errors;
Supplies office appraisers with the
data necessary for preparation of real property appraisals;
Makes physical inspection of land and
structures being appraised or investigated, and takes necessary pictures and
measurements.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of
the methods, procedures and materials used in real property appraisal and
assessment; good knowledge of sound investigation procedures; good knowledge
of pertinent Real Property Tax laws; ability to read deeds and maps for
locating property; ability to draw simple sketches, maps and plans; ability to
make arithmetic computations with speed and accuracy; ability to keep records
and prepare reports; ability to express oneself clearly and concisely, both
orally and in writing; good judgment; physical condition commensurate with the
demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a standard senior high
school or possession of a high school equivalency diploma, and three (3) years
of experience in the valuation of real property or in gathering of information
to be used in the valuation of real property.
NOTE: Additional education from a college with
federally-authorized accreditation or registration by NY State will be
substituted for experience on a year-for-year basis.
PROMOTIONAL
One (1) year of permanent competitive
status as a Real Property Appraisal Technician I.
