DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class prepares moderately complex appraisals for the purpose of real property assessment.  The incumbent assists in training local appraisal personnel.  Work requires the use of engineering and economic factors; and is reviewed by a technical supervisor through conferences and reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Assesses and appraises moderately complex commercial and industrial proper­ties;

            Assists local assessors in developing assessment procedures;

            Assists in providing training programs to local assessors;

            Maintains files of current comparable appraisals and sales;

            Assists in the maintenance of tax maps.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of the principles and practices of real property appraisal and assessment; good knowledge of appraisal techniques for commercial and industrial properties; good knowledge of local property values; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN ­COMPETITIVE

            Either:

            a)  Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree, and two (2) years of full-time experience in the appraisal, assessment or other valuation of real property; or,

            b)  Graduation from a standard senior high school or possession of a high school equivalency diploma, and six (6) years of full-time experience in the appraisal, assessment or other valuation of real property; or,

            c)  An equivalent combination of the above education and experience as defined by the limits of a) and b).

 

            PROMOTIONAL

            One (1) year of permanent competitive status as a Senior Assessment Assistant; or,

            Three (3) years of permanent competitive status as an Assessment Assistant; or,

            Three (3) years of permanent competitive status as a Real Property Appraisal Technician II.

 

NECESSARY SPECIAL REQUIREMENTS

At the time of appointment and during employment in this title employees must possess a valid license to operate a motor vehicle in New York State.

 

For Open Competitive appointments, completion of a basic course of training prescribed by the New York State Board of Equalization and Assessment, during the first year of employment.
