PROPERTY APPRAISAL SUPERVISOR 0616
DISTINGUISHING FEATURES OF THE CLASS
An employee in this class supervises the more complex
appraisals of commercial and industrial properties. These complex appraisals may require the use of engineering data
or economic analyses to most properly arrive at an equitable assessment. Liaison is maintained with tax map personnel
to promote the maintenance of accurate and current information. Work is reviewed by an administrator supervisor. Does related work as required.
TYPICAL WORK ACTIVITIES
Supervises
the assessment of complex commercial and industrial properties;
Maintains
liaison between local jurisdictions and the Real Property Tax Service;
Works
closely with personnel working on tax maps and provides accurate information to local assessors;
Assists in the
preparation of special reports as required by the County Legislature and the
New York State Board of Equalization and Assessment;
Assigns
work loads and areas of jurisdictional responsibility to personnel.
FULL PERFORMANCE KNOWLEDGES, SKILLS,
ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of modern
principles and practices of real property appraisal and assessment; thorough
knowledge of appraisal techniques of commercial and industrial properties; good
knowledge of real property values in relation to specific geographical areas;
ability to analyze complex legal and technical documents; ability to plan,
supervise and review the work of others in a manner conducive to full
performance and high morale; ability to express oneself clearly and concisely,
both orally and in writing; physical condition commensurate with the demands of
the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
(a) Graduation from a New York State or regionally accredited college or university with a Bachelor’s Degree, and six (6) years of full time paid experience in real estate appraisal, assessment or other aspect of real property valuations; or,
(b)
Graduation from a standard senior high school or possession of a high school
equivalency diploma, and ten (10) years of full time paid experience in real
estate appraisal, assessment or other aspect of real property valuation; or,
(C)An
equivalent combination of education and experience as defined by the limits of
a) and b).
Two
(2) years of permanent competitive status as a Real Property Appraiser III.
Candidates
must complete a basic course of training prescribed by the New York State Board
of Equalization and Assessment during their first year in office.
