DISTINGUISHING FEATURES OF THE CLASS
An employee in this class performs supervisory work of a
professional nature in the maintenance, updating and distribution of the real
property tax map from the real property tax service agency. The incumbent is responsible for the
computerization of the real property tax map, and for locating, plotting and
authorizing the transfer and alteration of the county tax map from legal documents. The incumbent assists town, village, county
officials and the general public in the location of property and correction of
records. The incumbent exercises
considerable independent judgment and initiative in the performance of duties. Work is reviewed by the director of real
property tax service agency through conferences and written reports. Does related work as required.
TYPICAL WORK ACTIVITIES
Supervises and
directs technical and clerical personnel in the maintenance of the Tax Map
Division of the Real Property Tax Service Agency;
Directs the
maintenance, updating and distribution of the Real Property Tax Map;
Directs the
computerization of the Real Property Tax Map and acts as liaison with the Data
Processing department;
Provides for
the preparation of Real Property Tax Maps including locating, plotting and
transferring of the legal description of land from official documents;
Authorizes the
alteration of the County Tax Map and continuous update of the card and
cross-index filing system;
Trains and
directs staff in research, drafting, plotting and use of computer graphics
equipment;
Provides
copies of Real Property Tax Maps and assists town, village and County officials
as well as the general public;
Assists in
budget preparation.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Comprehensive knowledge of the practices and procedures of
real property map drafting; thorough knowledge of mathematics pertaining to
drafting; thorough knowledge of federal, state and County regulations relating
to land transactions, filed maps and abandonments; thorough knowledge of the
application of computer graphics to the maintenance of the Real Property Tax
Map; good knowledge of the terminology used in deed descriptions; ability to
perform difficult technical mathematics, to make estimates and compilations of
engineering data and statistics; ability to supervise in a manner conducive to
full performance and high morale; ability to establish and maintain effective
working relationships with public officials; physical condition commensurate
with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
a) Graduation from a New York State or
regionally accredited college or university with a Bachelor's Degree in Civil
Engineering or Surveying, and six (6) years of experience in real property
drafting, civil engineering or surveying, two (2) years of which must have been
in the performance of triangulation surveys and control monumentations; or,
b) Graduation from a standard senior high
school or possession of a high school
equivalency diploma, and ten (10) years of experience in real property
drafting, civil engineering or surveying, two (2) years of which must have been
in the performance of triangulation surveys and control monumentations; or,
c) An equivalent combination of education and
experience as defined by the limits of (a) and (b).
PROMOTIONAL
Two (2) years
of permanent competitive status as a Cartographer.
