DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is responsible for
analyzing property appraisal reports made by appraisers contracted by the
County. The concept of appraisal review
as distinguished from the appraisal process is that appraisal review is the
review and reconciliation of multiple appraisals to come up with a final
determination. Responsibility is
included for insuring that the County has the best possible appraisals in all
cases involving property appraisals. The
incumbent exercises considerable independent initiative and judgment in the
review of appraisals. Supervision is exercised over Appraisal Reviewers and other professional
and nonprofessional staff. Work is
reviewed by the General Real Estate Appraiser through periodic conferences,
written reports and results of completed work.

TYPICAL WORK ACTIVITIES
Reviews
the work of Appraisal Reviewers and other professional and nonprofessional
staff;
Reviews
appraisal reports to determine if the estimated value represents the highest fair
market value for property rights to be acquired; to determine if the report
contains all the information and documentation necessary; to determine that
there are no allowances for non-compensable items included in the estimate; and
to determine if the reports are prepared in accordance with the procedures,
standards, methods and concepts employed by the County and rules of evaluation;
Reviews
appraisals by the qualitative analysis of appraisal reports, personal
inspection of property appraised, check of the factual and supporting data set
forth in the comparable sales analysis, and an inspection of all comparable
sales;
Confers
with appraisers on appraisals that may be lacking in any essential respect or
element, and makes recommendations as to additional or supplemental appraisals
to be made;
Checks
to see that the most imaginative and professional visual aid materials are
prepared and used for presentation before the Environmental Trust Review Board;
May
testify in courts within New York State;
Analyzes
and evaluates appraisals.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Thorough knowledge of the principles, practices,
methods and techniques used in appraising and negotiating for land and other
real property; thorough knowledge of the legal procedures, documents and laws
relating to property appraisal practices; thorough knowledge of the methods,
procedures and materials necessary for the preparation of a trial presentation;
good knowledge of the real property values in relation to specific areas;
ability to analyze complex technical and legal documents relating to the
acquisition and transfer of real property quickly and accurately; ability to
maintain records and to prepare comprehensive technical reports; ability
to prepare and present clear and concise legal arguments for trial presentation
in matters relating to condemnation proceedings and compensability; ability to plan, supervise and review the work of
others in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely,
both orally and in writing; physical condition commensurate with the demands of
the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
a) Graduation from a college with
federally-authorized accreditation or registration by NY State with a
Bachelor's Degree, and seven (7) years of experience in real property
appraisal, three (3) years of which must have been in a management capacity;
or,
b) Completion of sixty (60) credit hours from a college
with federally-authorized accreditation or registration by NY State, and nine
(9) years of experience in real property appraisal, three (3) of which must
have been in a management capacity.
PROMOTIONAL
Two
(2) years of permanent competitive status as an Appraisal Reviewer.
NECESSARY SPECIAL REQUIREMENT
At
the time of appointment and throughout employment, the employee must be
certified by New York State as a General Real Estate Appraiser.
At
the time of appointment and throughout employment, the employee must possess a
valid license to operate a motor vehicle in New York State.
