DISTINGUISHING FEATURES OF THE CLASS
Under general supervision, an employee
in this class is responsible for performing specialized clerical duties related
to the maintenance of real property tax records and the collection of property
taxes. The incumbent enters and
maintains computerized records relating to property ownership, exemptions,
assessment changes, zone changes, apportionments and consolidations for
commercial, industrial and residential properties. Duties also include preparing tax roll, sending out tax bills,
entering and reconciling tax payments and preparing records of unpaid taxes for
Tax Sale. Work is performed according
to prescribed procedures and methods, and is reviewed by an administrative supervisor. Does related work as required.
TYPICAL WORK ACTIVITIES
Enters
and maintains computerized records relating to property ownership, exemptions,
assessment changes, zone changes, apportionments and consolidations for
commercial, industrial and residential properties;
Explains
grievance procedures to taxpayers, accepts applications, gathers relevant
property assessment data for Board Members’ use in the grievance proceedings,
and notifies taxpayers of grievance decision;
Runs
tax rolls including, but not limited to, Tentative Assessment Roll, Final Tax
Roll, Unpaid Taxes, Exemption List, and Tax Sale Paid and Unpaid;
Sends
out tax statements, enters and reconciles tax payments, and prepares records of
unpaid taxes for Tax Sale;
Oversees
Tax Sale procedures, including publishing the Unpaid Taxes for Tax Sale report,
updating tax records after the sale, issuing tax sale certificates and, when
taxes are finally paid, notifying holder of certificate;
Prepares
annual state tax reports;
Maintains
all village deeds, roads, declarations and covenants.

Good knowledge of assessment
terminology and clerical techniques; good knowledge of the operation of a
computer terminal; ability to make mathematical computations quickly and
accurately; ability to learn assigned tasks readily and to follow prescribed
procedures; ability to deal courteously and effectively with the public;
ability to express oneself clearly and concisely, both orally and in writing;
physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS

Graduation
from a standard senior high school or possession of a high school equivalency
diploma, and one (1) year of experience in the maintenance of municipal
property tax records.
