DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class performs technical work in determining the existence and value of real and personal assets of social service applicants/recipients so as to reduce or defray the cost of public assistance.  Work involves analyzing assets to determine their value and recommending the best use that can be made of them to benefit the client and/or reduce or defray the County's expenditure of funds.  Work is reviewed by an administrative supervisor through reports submitted and conferences on unusual problems.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Investigates type and availability of assets of social service applicants/recipients;

            Verifies financial interests of clients in property, estates, lawsuits, life insurance, and other resources applicable to repayment of public assistance funds;

            Studies and reports on the desirability of maintaining property of clients through expenditure of public funds;

            Investigates transfers of property by social service applicants/recipients, and makes recommendations as to the feasibility of legal action in cases of fraud;

            Supervises maintenance of those properties that have been assigned to the Department of Social Services;

            Prepares informal real property appraisals for departmental use;

            Prepares and conducts sales of department-owned properties;

            Directs preparation of legal documents such as mortgages, deeds, liens and assignments.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of real estate and business instruments; good knowledge of legal procedures involved in personal litigation and estate actions; good knowledge of state and local laws and regulations applicable to the sale of real and personal property; ability to understand and follow oral and written in­structions; ability to conduct interviews with individuals and agencies to elicit information; ability to maintain effective working relationships with staff members and officials in other agencies; ability to analyze and evaluate data and prepare reports; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a standard senior high school or possession of a high school equivalency diploma, and four (4) years of analytical, technical or investigative experience in financial administration, accounting, insurance claims, real estate, law or a related field.

 

NOTE:  Additional relevant education from a college with federally-authorized accreditation or registration by NY State will be substituted for experience on a year-for-year basis up to a maximum of two (2) years.

 

NECESSARY SPECIAL REQUIREMENT

At the time of appointment and during employment in this title, employees must possess a valid license to operate a motor vehicle in New York State.
