DISTINGUISHING FEATURES OF THE CLASS
An employee in this class supervises
and performs technical work in determining the existence and value of insurance
and/or real and personal assets of applicants/recipients of health services or
social services. This is done in order
to reduce or defray the cost of these services to the County. The incumbent assists and advises Assets
Analysts and/or other employees, and performs the more difficult work in the
review and determination of assets and/or insurance. The incumbent is expected to exercise
considerable initiative, resourcefulness and judgment in the performance of
duties while conforming to established policy and statutory mandates. Performance
is reviewed by an administrative supervisor through reports and
conferences. Does related work as
required.
TYPICAL WORK ACTIVITIES
Investigates
cases of a difficult nature;
Verifies
financial interests of clients in property, insurance, estates, lawsuits,
Social Security and other resources applicable to County reimbursement;
Performs
complex technical and paralegal work in matters relating to the conservation or
recovery of funds;
Investigates
possible fraudulent transfers of property by an applicant; makes
recommendations on the feasibility of legal action in cases of fraud;
Supervises
the preparation of informal real estate appraisals for departmental use;
Supervises the maintenance of properties that have been assigned to the
Department;
Supervises the Assets
Analysts in the preparation of real property sales; may confer with title
companies in clearing title objections;
Maintains
active insurance files of major insurance carriers and major employers;
Plans
and coordinates activities within assigned areas of responsibility;
Reviews
accounts receivable and makes recommendations for collection actions.
FULL PERFORMANCE KNOWLEDGES, SKILLS,
ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of all pertinent
insurance, banking, real estate, estate, social service and health laws and
regulations; thorough knowledge of financial resource investigation procedures
and the evaluation of real and potential assets; good knowledge of the laws,
rules and regulations relating to the administration of the programs of a large
and complex department; good knowledge of modern office practices, procedures
and appliances; ability to plan and supervise the work of others in a manner
conducive to full performance and high morale; ability to maintain effective
working relationships with staff members and officials in other agencies;
ability to conduct interviews with individuals and agencies to elicit pertinent
information; ability to gather, organize and evaluate material relevant to
legal actions; physical condition commensurate with the demands of the
position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
(a) Graduation
from a college with federally-authorized accreditation or registration by NY State
with a Bachelor's Degree, and two (2) years of analytical, technical or
investigative experience in business administration or finance, one (1) year of
which must have been in a supervisory capacity; or,
(b) Graduation
from a standard senior high school or possession of a high school equivalency
diploma, and six (6) years of analytical, technical or investigative experience
in business administration or finance, one (1) year of which must have been in
a supervisory capacity.
NOTE: Additional education in the above areas from
a college with federally-authorized accreditation or registration by NY State
will be substituted for non-supervisory experience on a year-for-year basis up
to a maximum of three (3) years.
PROMOTIONAL
Two
(2) years of permanent competitive status as an Assets Analyst.
NECESSARY SPECIAL REQUIREMENT
At the time of appointment and
during employment in this title, employee must possess a valid license to
operate a motor vehicle in New York State or otherwise demonstrate their
capacity to meet the transportation requirements of this position.
