DISTINGUISHING
FEATURES OF THE CLASS
An employee in
this class supervises the Assets and Resources Unit in the Department of Social
Services. The incumbent is responsible
for planning, assigning, supervising and directing the work of a staff of
Assets Analysts, Assets Analyst Trainees and general clerical personnel engaged
in investigating, evaluating conserving and liquidating public assistance
client-owned assets. The employee is
responsible for initiating and directing investigation and evaluation methods
and techniques to assure restitution of public funds from client-owned
assets. Work is performed with considerable
independence within the scope of applicable laws, rules and regulations, and
within established departmental policies and procedures. Supervision is received from an
administrative supervisor who reviews work through conferences and reports for
compliance with established rules and regulations. Does related work as required.
TYPICAL WORK
ACTIVITIES
Assigns and supervises personnel in
the investigation of financial assets and resources of public assistance
clients; assists staff in evaluating complicated assets and liability problems,
and in protecting interests of clients and the department;
Reviews case records to ascertain
disposition of investigations and claims in accordance with the established
procedures;
Formulates procedures for obtaining
and assembling resource data;
Performs special investigations upon
request of department officials;
Serves as consultant to departmental
staff, clients, County Attorney and others on matters relating to resource
investigations, procedures and policies;
Represents the department at auction
sales of property belonging to recipients of public assistance;
Participates in the planning and
development of in-service training programs; instructs personnel in techniques
of resource investigation;
Interprets laws and procedures
governing assignments of clients' assets;
Maintains records and prepares
reports on resource matters and conducts related correspondence.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough
knowledge of financial resource investigation methods, and the evaluation of
tangible and intangible assets; thorough knowledge of the laws, rules and
regulations relating to the administration of the assets and resource program
of a large and complex department; good knowledge of modern office practices,
procedures and machines; ability to plan supervise and review the work of
others in a manner conducive to full performance and high morale; ability to
establish and maintain effective working relationships with staff members and
officials in other agencies; ability to analyze and evaluate data and to
prepare reports; ability to conduct interviews with individuals and agencies to
elicit information; ability to gather, organize and evaluate material relevant
to legal actions; physical condition commensurate with the demands of the
position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Either:
(a) Graduation from a college with
federally-authorized accreditation or registration by NY State with a
Bachelor's Degree, and four (4) years of analytical, technical or
investigative experience in business administration, finance, real estate,
insurance or accounting; or,
(b) Graduation from a standard
senior high school or possession of a high school equivalency diploma, and
eight (8) years of analytical, technical or investigative experience in business
administration, finance, real estate, insurance or accounting; or,
(c) An equivalent combination of
education and experience as defined by the limits of (a) and (b).
PROMOTIONAL
Two (2) years of permanent
competitive status as a Senior Assets Analyst.
