DISTINGUISHING FEATURES OF THE CLASS
An employee in this class performs highly specialized clerical and supervisory work involved in the processing, filing and security of legal documents relating to Civil and Criminal Court actions. The incumbent is responsible for the proper performance of the assigned supervisory and technical activities of the unit and makes independent work decisions based on experience and knowledge of departmental operations. Unusually difficult technical policy questions are referred to an administrative supervisor. Work is performed under general supervision and is reviewed through consultations and observations of the effectiveness of the work program. Does related work as required.
TYPICAL WORK ACTIVITIES
Supervises
a large staff engaged in receiving, indexing and filing court papers and other
legal instruments pertaining to Civil and Criminal Court actions and other
miscellaneous documents;
Oversees and advises
supervisory and clerical personnel who assist attorneys and the general public
in locating and examining legal documents, such as liens, orders and judgments;
Answers requests for
information from the courts, attorneys, the general public and departmental
employees;
Plans, directs and
reviews the work of employees engaged in maintaining complex files and records;
Interprets rules and
policies to support personnel;
Maintains production
log of work status; prepares statistical reports and personnel records;
Establishes and
maintains standard operational procedures for the processing and security of
court documents.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Comprehensive
knowledge of standard office practices, procedures and large scale record
keeping; thorough knowledge of regulations and procedures regarding the filing
and recording of legal instruments relating to civil and criminal actions; good
knowledge of legal terminology; good knowledge of business English, spelling
and arithmetic; ability to plan, assign and supervise a staff of supervisory
and clerical personnel in a manner conducive to full performance and high
morale; ability to maintain extensive and complex files of legal documents;
ability to express oneself clearly and concisely, both orally and in writing;
ability to promote and maintain effective departmental and public relations;
physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation
from a standard senior high school or the possession of a high school
equivalency diploma, and eight (8) years of specialized clerical experience
processing court records in the office of a county clerk, four (4) years of
which must have been in a supervisory capacity.
