DISTINGUISHING FEATURES OF THE CLASS

An employee in this class assists in maintaining the Land Title Registration system of the County Clerk's Office under Article 12 of New York State Real Property Law.  Supervision is exercised over a small clerical staff and work is performed with considerable independence under the general direction of a Deputy County Clerk.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Explains legal requirements of the Torrens Title Registration system to attorneys, title companies, and the general public;

          Reviews mail and court orders to determine legal effect upon certificates of title;

          Consents for the Registrar's Office to the entries of Court Orders, thereby advising the Court that papers are accurate, and meet legal requirements;

          Maintains Land Title Registration procedures; refines methods and keeps an up-to-date reference manual;

          Calculates filing fees, mortgage taxes and transfer taxes; directs payments to appropriate accounts;

          Supervises the preparation of, and the addition of, memorials to certificates of title;

          Assists other counties with Land Title Registration procedures and assists attorneys in preparing legal papers which conform to Court requirements;

          Compares survey and deed descriptions and plots property lines as necessary to ascertain conformance of descriptions.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the laws, rules and regulations governing New York's Land Title Registration system; good knowledge of Decedents Estate Law as it relates to Land Title Registration; good knowledge of modern office practices, procedures and machines; ability to analyze legal papers relating to real property transactions; ability to read and interpret real property surveys and deed descriptions; ability to compute fees and taxes; ability to follow complex written and oral instructions; ability to interpret and explain regulations and to set up practicable working procedures; ability to plan, supervise and review the work of personnel in a manner conducive to full performance and high morale; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Graduation from a standard senior high school or possession of a high school equivalency diploma and four (4) years of supervisory experience in the office of a county clerk or registrar in processing changes of ownership of, and title memorials to, real property registered under New York State's Torrens Land Title Registration system.
