DISTINGUISHING FEATURES OF THE
CLASS
Under
direct supervision, an employee in this class assists in maintaining an inventory
of both County owned and leased facilities.
The incumbent performs space analysis and makes detailed field
investigations regarding the need for such requested space. Work is performed under direct supervision
of an administrative supervisor. Does
related work as required.
TYPICAL WORK ACTIVITIES
Performs
detailed field investigations and systemic analysis regarding a county
department's need for requested space at the direction of an administrator;
Assists
in maintaining an inventory of both County owned and leased facilities;
Performs
space analysis of departmental requests, applying set given standards and
recommends a plan of action to an administrator;
Collects
cost impact data as it relates to owned or leased space construction or
alteration and prepares reports as necessary;
Participates
in technical review of all space requests and relocation plans;
Reviews
appraisals that are uncomplicated in scope of their appraisal problems;
Assists
on a project level reviewing those appraisals that are basic and not extensive
in value and/or damages;
Supervises
and negotiates the occupancy and rental of airport property;
Works
in close liaison with the County Attorney's office and requests dispossess
proceedings when needed.

Thorough knowledge of the
principles, practices, methods and techniques of building space analysis;
thorough knowledge of real estate procedures including leases, mortgages and negotiations;
thorough knowledge of the laws and regulations governing real property
transactions; good knowledge of market conditions and property values; ability
to establish and maintain effective working relationships with staff and the
general public; ability to express oneself clearly, both orally and in writing;
physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
a) Graduation
from a New York State or regionally accredited college or university with a
Bachelor's Degree and four (4) years of experience in the management of
real property, maintaining an inventory of real property, space analysis, real
property appraisal, real property sales and/or title examination and
evaluation; or,
b) Graduation
from a standard senior high school or possession of a high school
equivalency diploma and eight (8) years of experience in the management of real
property, maintaining an inventory of real property, space analysis, real property
appraisal, real property sales and/or title examination and evaluation.
c) An equivalent combination of education and
experience as defined by the limits of (a) and (b).
