DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is
responsible for administrative oversight of the Assets and Resources unit in
the Department of Social Services. The employee will provide real estate and
legal expertise in the analysis of existing procedures, and in the development
of new methods, procedures and initiatives directed at increasing revenues and
productivity in the investigation and
liquidation of real property assets. Administrative oversight is exercised
over an Assets and Resources Supervisor who is responsible for the day-to-day
operations of the unit. Work is reviewed by a higher-level administrator
through reports and conferences. Performs related work as required.
TYPICAL WORK ACTIVITIES
Provides
legal guidance and directs the conduct of special investigations aimed at
assuring restitution of public funds from client-owned properties;
Assists
staff in the application of real estate law;
Reviews existing procedures and works with the Assets and Resources Supervisor
to develop new proposals and methods to increase the volume and lucrativeness
of assets and property recovery techniques;
Proposes and develops procedures and initiatives for increasing revenues and
productivity in the investigation and liquidation of real property assets;
Reviews real estate transactions to determine the viability of encumbering real
property rights;
Reviews title transfers to determine whether fraudulent activities have
occurred.
FULL PERFORMANCE KNOWLEDGES, SKILLS,
ABILITIES AND PERSONAL CHARACTERISTICS
Thorough
knowledge of financial resource investigation methods, and the evaluation of
tangible and intangible assets; thorough knowledge of the laws, rules and
regulations relating to the administration of the assets and resource program and
the applicable provisions of Social Services law; Thorough
knowledge of the legal and financial aspects of property acquisition and
disposition; thorough knowledge of analysis to isolate, identify and interpret
data and statistics needed in evaluation studies; good knowledge of statistical
concepts and methods; good knowledge of financial methods and procedures;
ability to analyze and evaluate data and make proposals for increasing revenues
and productivity; ability to express oneself clearly and concisely, both orally
and in writing; ability to maintain effective working relationships with staff
members and representatives of other agencies; ability to supervise in a manner
conducive to full performance and high morale; physical condition commensurate
with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation from an accredited law school with Doctor
of Jurisprudence degree and four (4) years of experience in conducting analytical
studies, two (2) years of which must have involved real estate transactions.
