DISTINGUISHING FEATURES OF THE CLASS

An employee in this class applies technical knowledge of real property valuation and electronic data processing systems for the design, testing and implementation of computerized programs for the valuation of real property. The incumbent monitors the collection and translation of data into a main-frame land data base or a microprocessor computer so as to insure the quality of property valuation and ownership records. May supervise a small staff of technical and clerical support staff. Work is subject to administrative and technical review of executive-level assessor or appraiser. Does related work as required.     

 

TYPICAL WORK ACTIVITIES

         Assists in the design, testing and application of a computerized system for the valuation or transfer of real property;

         Verifies and participates in field assessments and data collection; correlates and evaluates data received from field reports of assessment or appraisal staff;

         Recommends correction or modification of data collection and recording procedures or techniques;

         Translates and codes data into personal computer format; edits and monitors input and output of systems;

         Researches and prepares tabular, essay and oral reports for an administrative/executive supervisor;

         May supervise a technical and clerical support staff.        

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of electronic data processing principles and procedures and their relevance of computer programming in a main-frame or a microprocessor environment; good knowledge of modern principles and practices of real property appraisal for tax purposes; working knowledge of the requirements and problems of computer programming; working knowledge of laws governing the valuation and assessment of real property; ability to prepare and present oral and written reports; ability to define problems, collect data, establish facts and draw valid conclusions; ability to supervise a technical and clerical support staff in a manner conducive to full performance and high morale; physical condition commensurate with the demands of the position.       

        

MINIMUM QUALIFICATIONS

         OPEN COMPETITIVE

         Either:

           a) Graduation from a New York State or regionally accredited college or university with a Bachelor’s Degree, and one (1) year of experience in a main-frame and/or a microcomputer environment utilizing electronic data processing systems and software programs directly related to the valuation of real property; or,

        

         b) Graduation from a New York State or regionally accredited college or university with an Associate’s Degree, and three (3) years of experience in a main-frame and/or a microcomputer environment utilizing electronic data processing systems, at least one (1) year of which was in the utilization of systems and software directly related to the valuation of real property; or,

        

         c) An equivalent combination of education and experience as defined by the limits of a) and b).
