DISTINGUISHING FEATURES OF THE CLASS
Under the general direction of the assessor, the employee in this class maintains responsibility for the creative design, testing and application of computerized programs related to the valuation of real property. The incumbent coordinates the work of a technical and clerical staff engaged in the collection of data and its entry into a main-frame land data base or a microprocessor program. Work is performed with independent initiative and judgement and is reviewed through periodic reports, conferences and completion of desired results. Does related work as required.
TYPICAL WORK ACTIVITIES
Designs, develops and
implements a computerized system of residential and commercial property
valuations using a main-frame or microprocessing system;
Correlates and evaluates
data received from field reports of assessment and appraisal staff;
Modifies and improves
software capabilities to generate new applications of the system;
Adapts new
microprocessing programs to existing systems, ensuring compatibility of
hardware and software;
Supervises and trains
technical and clerical personnel in the manipulation of data using a main-frame
land data base and various microprocessor applications;
Prepares charts, tables
and diagrams to analyze and interpret real property valuation data;
Codes program
instructions and writes procedure manuals;
Researches and generates
computerized, narrative and oral reports.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Good knowledge of electronic data processing principles and procedures
and their relevance of computer programming in a main-frame or a microprocessor
environment, good knowledge of electric data processing equipment and its
peripheral equipment; good knowledge of modern principles and practices of real
property assessment; good knowledge of township assessment coding procedures;
knowledge of laws governing the valuation and assessment of real property;
knowledge of the New York State Board of Equalization and Assessment's Data
Management System and the Mass Appraisal Module; knowledge of electric data
processing hardware and software, including capabilities and compatibilities;
ability to modify existing computer software to accomplish specific tasks and
attain specific objectives in the field of real property valuation; ability to
train and supervise personnel and supervise personnel in a manner conducive to
full performance and high moral; ability to prepare and present oral and
written reports; ability to express oneself clearly and concisely, both orally
and in writing; physical condition commensurate with the demands of the
position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a New
York State or regionally accredited college or university with a Bachelor's
Degree, and three (3) years experience in a main-frame and/or a microcomputer
environment utilizing electronic data processing systems and software programs
directly related to the valuation of real property.
PROMOTIONAL
Two (2) years of
permanent competitive status as an Appraisal Transactions Analyst.
