DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class has primary responsibility for departmental activities regarding instruments presented for recording; and supervises all personnel of property transaction recording units.  Work is reviewed by an administrative supervisor through conferences, reports and the efficient operation of the recording units, and requires the exercise of independent judgment and initiative.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Interprets legal terminology for staff when a document is questioned;

            Determines appropriate processing methods by reviewing legal documents;

            Insures that public is served when they request information or assistance;

            Makes personnel decisions within framework of contracts and civil service requirements;

            Provides other departments with property information;

            Plans, assigns and reviews unit assignments;

            Traces information to locate misplaced documents;

            Interprets new laws and amendments that affect recording department;

            Controls unit supplies;

            Selects new personnel and supervises their training;

            Operates computers, printers, microfilm printer and bar code reader.

           

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of sources, materials and methods used in filing of documents  and  mapping procedures;  thorough knowledge of legal vocabulary necessary to interpret real property transfer information; thorough knowledge of legal instruments related to real property transactions, including such documents as deeds, mortgages, assignments, releases, satisfactions and powers of attorney; good knowledge of geographical and political subdivisions within Suffolk County; ability to supervise in a manner conducive to full performance and high morale; ability to interpret documents, extract relevant data and recognize inaccuracies; ability to establish and maintain effective working relationships with co-workers, supervisors and the general public; ability to express oneself clearly, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            PROMOTIONAL

            Two (2) years of permanent competitive status as Real Property Recorder III; or,

            Three (3) years of permanent competitive status as Real Property Recorder II.
