FEATURES OF THE CLASS
An employee in this class develops and
implements policies and procedures for the administration of County-wide assets
including real estate holdings, facilities, linear assets, and leased space. The
work involves responsibility for all matters relating to real estate
development, space, occupancy planning, design, furnishings, and equipment in all
County departments, as well as the management and operation of the County’s
Asset Management database. The incumbent is expected to utilize a high degree
of technical knowledge, initiative, resourcefulness, and judgment in formulating
recommendations for maximizing functionality and value of County assets and
directing projects to completion. Supervision is exercised over professional,
technical, and clerical staff. Work is reviewed through conferences and written
reports. Does related work as required.
TYPICAL WORK
ACTIVITIES
Oversees
the planning, development, and maintenance of County real estate, facilities,
and linear assets;
Recommends workplace models and real
estate strategies to facilitate department/program operations and portfolio
growth;
Oversees the development and
maintenance of the Asset Management Information System and database;
Coordinates
with Leadership Team, County departments, municipalities, and other agencies to
ensure real estate, facilities, and space management goals are met and
maintained;
Plans,
directs, and coordinates the activities of the County Asset Management Team including
evaluations of real estate sites for existing and future use and creating
operational efficiencies and fiscal savings;
Oversees
personnel engaged in researching, analyzing, and evaluating data;
May supervise the preparation of
consultant contracts and review consultant progress;
Oversees the preparation of reports
and presentations.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS Thorough knowledge of the principles, practices, methods
and techniques of business analytics;
thorough knowledge of real estate development, property
management, building space research and analysis; thorough knowledge of building operation and maintenance
practices; thorough knowledge of current developments and sources of
information related to building space analysis; thorough knowledge of laws,
regulations, and procedures governing real property transactions including leases,
mortgages and negotiations; good knowledge of market conditions and property values;
comprehensive computer skills in a Microsoft Windows
environment including Excel; thorough knowledge of digital database management; ability to direct studies and research; ability to
establish and maintain effective working relationships with others; ability to
direct and supervise in a manner conducive to full performance and high morale;
ability to express oneself clearly and concisely, both orally and in writing; physical
condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Either:
(a)
Graduation from a college with federally-authorized accreditation or
registration by NY State with a Master's Degree in Public Administration,
Business Administration or a related field, and three (3) years of experience
in property/real estate management, two (2) years of which must have been in a
supervisory capacity; or,
(b)
Graduation from a college with federally-authorized accreditation or
registration by NY State with a Bachelor's Degree in Public Administration,
Business Administration or a related field, and five (5) years of experience in
property/real estate management, two (2) years of which must have been in a
supervisory capacity; or,
(c)
Graduation from a standard senior high school or possession of a high school
equivalency diploma, and nine (9) years of experience in property/real estate
management, two (2) years of which must have been in a supervisory
capacity.
(d)
An equivalent combination of education and experience as defined by the limits
of (a), (b) and (c).
