DISTINGUISHING
FEATURES OF THE CLASS
An employee in this class performs specialized but
routine field and office work pertaining to the acquisition, sale, inventory
and/or management of real property.
Responsibility is included for assisting in the preparation and
execution of agreements for real property transactions. The incumbent is expected to assist in
gathering data and other related information for preparation and/or review of
real estate appraisals. Work is
performed in accordance with prescribed procedures and methods. Depending upon the assignment, the incumbent
may: work independently; work as part of
a team of similarly titled or higher titled employees; supervise Land
Management Specialists I. Work is
reviewed in progress or upon conclusion for completeness and accuracy by a
technical and/or administrative supervisor.
Does related work as required.
TYPICAL WORK ACTIVITIES
Collects data from records or field sites to assist in
the preparation of real property appraisals, comparability studies and
instruments of transaction;
Examines zoning maps, the tax maps
and building cost calculators;
Orders and reads abstracts of titles
and examines simple abstracts of titles;
Prepares "use and
occupancy" agreements for the rental of municipally-owned surplus property
and collects rents on property under such agreements;
Conducts an inventory of property by
physical inspection of land and structures, takes photographs and measurements
as required and records data in appropriate form;
Negotiates, with owners of adjacent
property, the sale of surplus municipally-owned gore strips;
Prepares surplus municipally-owned
parcels for auction;
May supervise Land Management
Specialists I.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of legal documents dealing with real
property transactions; good knowledge of the methods, procedures, techniques
and documentation used in the preparation of real property appraisals and
transactions and the recording and abstraction of titles; some knowledge of
real property valuation; ability to read deeds and maps for locating property;
ability to draw simple sketches, maps and plans; ability to maintain records
and prepare reports; ability to meet with the public, and establish and
maintain effective public relations; ability to express oneself clearly and
concisely, both orally and in writing; physical condition commensurate with the
demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a standard senior high school or
possession of a high school equivalency diploma, and three (3) years of
experience in the appraisal, purchase, sale, acquisition, title search or
management of real property.
NOTES: Relevant education beyond high school from a college
with federally-authorized accreditation or registration by NY State will be
substituted for experience on a year-for-year basis up to a maximum of two (2) years.
Possession of a New
York State Real Estate Broker's License will substitute for one (1) year of the
above experience.
PROMOTIONAL
One (1) year of permanent competitive status as a Land
Management Specialist I.
