DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for performing moderately complex technical and paralegal work in matters relating to the acquisition, sale, inventory, disposition and/or management of real property by a municipality.  The incumbent is expected to work indepen­dently in some phases of a project, to assist higher level Land Management Specialists or attorneys, or, to provide supervision or tech­nical advice to Land Management Specialists I and II in title abstraction, the valuation or negotiation for acquisition or disposition of real property, or the preparation of legal instruments and to assist in the preparation and/or review of less complex real estate appraisals.  Work is  performed in  accordance with  estab­lished  departmental   procedures, legal procedures and statutory mandates.  Work is received from administrative, technical or legal supervisors, and is reviewed for completeness, accuracy and conformity to departmental policy and jural rules. Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Reads and examines abstracts of titles and title certificates;

            Examines tax maps and surveys of property;

            Assists the attorneys, higher level Land Management Specialists, or the Property Management Administrator in preparing closing statements and arranging closing schedules;

            Supervises the assembly of documents for surplus parcels of real property and prepares parcels for auction under Local Law 13-1976;

            Assists in the preparation and/or review of less complex real estate appraisals;

            Assists with the management of real property through collection of rents, obtaining cost estimates for boarding-up structures, and recommends parcels for demolition or board-up,

            Supervises, reviews and evaluates the work of Land Management Specialist Is and/or IIs.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of legal documents and terminology relating to the title of real property; good knowledge of tax laws, legal records and documents; good knowledge of the methods, procedures, techniques and documentation used in the preparation of real property appraisals and transactions; ability to read and understand property descriptions, property conveyance documents, tax maps and zoning maps; ability to negotiate real property agreements in accordance with established policy, principle and law; ability to maintain records and prepare reports; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            (a) Graduation from a college with federally-authorized accreditation or registration by New York State with a Bachelor’s Degree, and two (2) years of experience in the appraisal, purchase, sale, acquisition, title search or management of real property; or,

            (b) Graduation from a standard senior high school or possession of a high school equivalency diploma , and six (6) years of experience in the appraisal, purchase, sale, acquisition, title search or management of real property; or,

            (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).

           

NOTE: Possession of a New York State Real Estate Broker's license will substi­tute for one (1) year of the above experience.

 

            PROMOTIONAL

            One (1) year of permanent competitive status as a Land Management Specialist II; or,

            Three (3) years of permanent competitive status as a Land Management Specialist I.
