DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for performing complex technical and paralegal work in matters relating to the acquisition, sale, disposition and/or management of real property by a municipality.  The incumbent assists in the preparation and/or review of complex real estate appraisals and is expected to independently prepare and/or review less complex real estate appraisals.  The incumbent provides technical expertise in the compilation and preparation of documents  for legal  action, the  progress of  negotiations  for  the leasing, acquisition and/or disposal of real property, the monitoring of the management of municipally-owned  property and  structures,  and/or the  management  of leaseholds and departmental space allotments.  The incumbent is expected to exercise considerable initiative, resourcefulness and judgment in the conduct of work,  while  adhering to  established  administrative  policy, technical principles and statutory mandates.  Supervision may be exercised over a technical staff and/or a small unit within a departmental division.  The work is reviewed  through  conferences  and  reports  for  compliance  with established policies and procedures.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

                Supervises the redemption process (Local Law 16-1976), including liaison work with the fiscal manager, preparation of resolutions for action by the legislative body and reading and examination of title abstracts;

                Reads and examines real property title certificates;

                Assists in preparing cases for motion or trial;

                Assists in reviewing valuation opinions of independent appraisers and independently reviews uncomplicated appraisals;

                Assists in the preparation of complex real estate appraisals and independently prepares less complex real estate appraisals;

                Prepares deeds for execution, sealing and acknowledgment;

                Supervises the rental inspection or auction process, including preparation of appropriate resolutions and deeds;

                Attends title closings;

                Performs detailed field investigations and analyses regarding space requirements for a municipality;

                Collects cost impact data pertaining to owned or leased space construction and/or alteration;

                Maintains control records of leases for rented property and/or vending machines on municipally-owned property.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of legal documents, legal terminology, tax laws, legal records and administrative procedures relating to real property transactions; thorough knowledge of the principles, practices, methods and techniques of building space analysis; good knowledge of the principles, practices, methods and techniques used in appraising real property; good knowledge of current property values in Suffolk County;  ability to read and understand complex property descriptions, property conveyance documents, tax maps, zoning maps and property location plans; ability to supervise and prepare property descriptions and legal instruments, such as releases, bills of sale, options and settlement agreements; ability to negotiate settlements with claimants and legal counsel; ability to maintain records and prepare comprehensive reports; ability to establish effective working relationships with property owners, attorneys, staff members and others involved in property transactions and appraisal; good judgment, tact and courtesy; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

                OPEN COMPETITIVE

                Either:

                (a) Graduation from a college with federally-authorized accreditation or registration by New York State with a Bachelor’s Degree, and four (4) years of experience in the appraisal, purchase, sale, acquisition, title search, or management of real property; or,               

                (b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and eight (8) years of experience in the appraisal, purchase, sale, acquisition, title search or management of real property; or,                                            

                (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).

               

NOTE: Possession of a New York State Real Estate Broker's license will substi­tute for one (1) year of the above experience.

 

                PROMOTIONAL

                One (1) year of permanent competitive status as a Land Management Special­ist III or a Principal Title Searcher; or,

                Three (3) years of permanent competitive status as a Land Management Special­ist II.
