FEATURES OF THE CLASS
An employee in this
class is responsible for performing complex technical work in matters relating
to the acquisition, sale, disposition and/or management of real property by
Suffolk County. Supervision may be
exercised over a technical staff, and may extend to overseeing the operations
of one or more units within the department.
The incumbent works with considerable independence and is expected to
exercise good judgment and initiative in the collection, verification and
interpretation of data. Work is reviewed
in progress through reports and conferences, and upon completion by
administrative, legal and/or technical supervisors. Does related work as required.
TYPICAL WORK
ACTIVITIES
Analyzes and examines appraisal
reports prepared at the direction of the County, or filed with it by claimants
and determines whether the analyses, opinions and conclusions contained in the
appraisal reports are prepared and presented in compliance with the
requirements of Suffolk County and the Suffolk County Division of Real Estate;
Carries out all activities related
to the acquisition of real property for the County, including preparation of
initial file, following directives of planning steps resolutions, negotiations
with seller, ordering survey and environmental reviews, contract preparation
and closing;
Receives information on suitable
rental properties through canvass of listings and contact with brokers;
Negotiates terms and conditions for
leased properties.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge
of the principles, practices, methods and techniques used in appraising real
property; thorough knowledge of legal documents, legal terminology, tax laws,
legal records and administrative procedures relating to real property
transactions and appraisal; good knowledge of the rules of evidence relating to
real property transactions and appraisal; good knowledge of research techniques
and practices as they relate to the investigation of real property records;
good knowledge of market conditions and property values; ability to analyze
complex technical and legal documents relating to real property transactions
and to evaluate their completeness and accuracy; ability to collect and
evaluate facts, documents and evidence, and to prepare clear and concise
arguments based on statutes and court decisions for trial use by the County
Attorney; ability to plan, assign and supervise the work of personnel in a
manner conducive to full performance and high morale; ability to express
oneself clearly and concisely, both orally and in writing; good judgment and
tact; physical condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Either:
(a) Graduation from a college with
federally-authorized accreditation or registration by New York State with a
Bachelor’s Degree, and five (5) years of experience in the legal principles of
land transfer or valuation, appraisal review or management of real property;
or,
(b) Graduation from a standard
senior high school or possession of a high school equivalency diploma, and nine
(9) years of experience in the legal principles of land transfer or valuation,
appraisal review or management of real property; or,
(c) An equivalent combination of education and experience as defined by the limits of (a) and (b)
NOTE: Possession of a
New York State Real Estate Broker's license will substitute for one (1) year of
the above experience.
PROMOTIONAL
One (1) year of permanent
competitive status as a Land Management Specialist IV, Assistant Real Estate
Agent, or Assistant Leasing Agent; or,
Three (3) years of permanent
competitive status as a Land Management Specialist III.
