DISTINGUISHING FEATURES OF THE CLASS

An employee in this class directs a division of the department and may manage special projects.  Responsibility is included for performing complex analytical work relating to the acquisition, sale, disposition or management of real property by Suffolk County.  The incumbent may also supervise the administrative reviews of real property appraisal reports prepared at the direction of the County, or submitted to it by claimants, to determine whether the analyses, opinions and conclusions contained in the appraisal reports are prepared and presented in compliance with the content standards and organization format required by Suffolk County.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Supervises and participates in all activities related to the acquisition of real property for the County, including preparation of initial file, following directives of planning steps resolutions, negotiations with seller, ordering survey and environmental reviews, contract preparation and closing;

            Reviews appraisals performed by consultant appraisers to determine compliance with basic principles of appraisal practice and inclusion of all necessary documentation and information;

            Applies knowledge of appraisal techniques and geographic, economic and historical factors to assure that the analyses, opinions and conclusions of the appraiser are appropriate, reasonable and comply with the content standards and organization format required by Suffolk County;

            Refers completed appraisal reviews to the unit from which the review was requested, together with any comments and a stated conclusion that the appraisal report reviewed is either accepted of rejected;

            Prepares a “Performance Analysis” form that critically rates the timeliness, responsiveness and quality of the appraisal reports submitted;

             Assists in the preparation of trial proceedings by the County Attorney and provides services to other county departments and agencies, including assisting in acquisitions under the Eminent Domain Procedure law (EDPL)

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the principles, practices, methods and techniques utilized in appraising and negotiating for land and other real property; thorough knowledge of appraisal review procedures, methods and techniques; thorough knowledge of the legal procedures, documents and laws relating to property ap­praisal practices, compensability and the recording of ownership and transfer of real property; good knowledge of the methods, procedures and materials for the preparation of a trial presentation; good knowledge of real property values in relation to specific geographic areas; ability to analyze complex, technical and legal documents; ability to express oneself clearly and concisely, both orally and in writing; ability to plan, assign, supervise and review the work of personnel in a manner conducive to full performance and high morale; good judgment; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

             OPEN COMPETITIVE

             Either:

            (a) Graduation from a college with federally-authorized accreditation or registration by New York State with a Bachelor’s Degree, and six (6) years of experience in the legal principles of land transfer or valuation, appraisal review or management of real property, three (3) years of which must have been in a management capacity; or,  

            (b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and ten (10) years of experience in the legal principles of land transfer or valuation, appraisal review or management of real property, three (3) years of which must have been in a management capacity; or,

            (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).

 

NOTE:   Possession of a New York State Real Estate Broker's license will substitute for one (1) year of the above non-managerial experience.

 

            PROMOTIONAL

            One (1) year of permanent competitive status as a Land Management Special­ist V, or Real Estate Agent; or,

Two (2) years of permanent competitive status as a Land Management Specialist IV, Assistant Real Estate Agent, or Assistant Leasing Agent.
