DISTINGUISHING FEATURES OF THE CLASS
An employee in this class assists in providing legal, managerial and administrative
support to the Property Management Administrator. The incumbent supervises a
support staff in the day-to-day functions of disposition and management of real
property; and performs operational and administrative functions under
established policy guidelines.
Initiative, judgment and creativity are exercised in the resolution of
matters in litigation or dispute, and in the implementation of jural
principles. Work is subject to review
through conferences and written reports.

TYPICAL WORK ACTIVITIES
Assists in recommending
disposal of surplus real property in accordance with the

Assists in overseeing the
repair or demolition of unsafe structures;
Assists in the management
of all County real property;
Reads and examines
difficult title certificates and abstracts of title and directs staff in
clearing objections to title;
Assists in approving
deeds of conveyance for execution;
Assists in the
negotiating and clearing of sovereign liens and judgments;
Assists in the drafting
of unusual resolutions and in the final approval of all resolutions for the
disposal of interest in surplus parcels;
Assists in the
negotiation and clearing of all title objections in Farmland Development Rights
matters: reads title company and surveyor's description into deed and
reconciles differences; may act as department representative at closing;
Supervises a support
staff.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Good knowledge of federal, state and municipal laws as they apply to
real property transactions; good knowledge of the legal terminology and format
of such documents of law necessary to complete legal action; good knowledge of
real estate procedures including leases, mortgages and negotiations; good
knowledge of market conditions, property values and appraisal principles,
methods and procedures; knowledge of the current developments and sources of
information relative to real property; ability to plan and direct the work of
personnel in a manner conducive to full performance and high morale; ability to
reason analytically and apply legal training to legal matters; ability to
perform complex legal research with accuracy and perseverance; ability to
exercise independent judgment and initiative; ability to express oneself
clearly and concisely, both orally and in writing; physical condition
commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
A Bachelor of Laws Degree
or a Doctor of Jurisprudence Degree from an accredited school, and three (3)
years of experience in real property transactions involving the acquisition,
management and disposition of real property.
