DISTINGUISHING FEATURES OF THE CLASS

An employee in this class supervises the professional, technical and clerical staff in the day-to-day functions of disposition and management of real property, and assists in developing and implementing departmental policy.  The incumbent performs opera­tional and administrative functions with great latitude and independence under established policy guidelines; and exercises initiative, judgment and creativity in the resolution of matters in litigation or dispute and in the implementation of jural principles.  Work is subject to review through conferences and written reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Supervises staff in operations and administration;

          Recommends disposal of surplus real property in accordance with Suffolk County charter;

          Reads and examines most difficult title certificates and abstracts of title and directs staff in clearing objections to title;

          Approves deeds of conveyance for execution;

          Researches difficult questions of law;

          Authorizes summary proceedings for the removal of occupants of acquired property;

          Recommends public sale or disposal of surplus structures and properties;

          Negotiates and clears sovereign liens and judgments;

          Drafts unusual resolutions and finalizes and approves all resolutions for the disposal of interest in surplus parcels;

          Negotiates and clears title objections in Farmland Development Rights matters; reads title company and surveyor's description into deed and reconciles differences; represents department at closings.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS,  ABILITIES,AND PERSONAL CHARACTERISTICS

Thorough knowledge of federal, state and municipal laws as they apply to real property transactions; thorough knowledge of the legal terminology and format of such documents of law necessary to complete legal action; thorough knowledge of real estate procedures including leases, mortgages and negotia­tions; good knowledge of market conditions, property values and appraisal principles, methods and procedures; knowledge of the current developments and sources of information relative to real property; ability to plan and direct the work of personnel in a manner condu­cive to full performance and high morale; ability to reason analytically and apply legal training to legal matters; ability to perform complex legal research with accuracy and perseverance; ability to exercise independent judgment and initiative; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          A Bachelor of Laws Degree or a Doctor of Jurisprudence Degree from an accredited school, and six (6) years of experience in real property transactions involving the acquisition, management and disposition of real property.

 

          PROMOTIONAL

          Three (3) years of permanent competitive status as an Assistant Property Management Administrator.
