GENERAL REAL ESTATE APPRAISER 0699
Under
general supervision of the Director of Real Estate, an employee in this class
is responsible for making and implementing changes regarding the procedures for
securing outside appraisals. The
incumbent will perform and review appraisals, offer technical consultation
regarding the content, completeness and appropriateness of valuations and
estimates of fair market value, provide information to Suffolk County Legislature
and testify in legal proceedings.
Responsibility is included for identifying, valuing and negotiating for
space to be leased for Suffolk County facilities. Supervision
is exercised over Senior Appraisal Reviewers and other professional and nonprofessional
staff. Does related work as
required.
Oversees
a unit of Senior Appraisal Reviewers and other professional and nonprofessional
staff;
Makes and implements changes
regarding the procedures for securing outside appraisals;
Formulates and implements policies
and procedures that will enhance response time and overall performance of real
estate transactions;
Interacts with staff
appraisers/appraisal reviewers to ensure prompt delivery of quality
appraisal/review products;
Performs property appraisals in
Suffolk County at the request of the Director of Real Estate;
Reviews appraisals and assists in
resolving differences of estimated market values;
Participates in site searches,
analyses and negotiations of lease terms for County facilities;
Evaluates staff performance to
ensure compliance with the Uniform Standards of Professional Appraisal Practice
(USPAP) and Suffolk County guidelines;
May provide written and/or verbal
information to the Suffolk County Legislature and testify before courts within
New York State.
Comprehensive
knowledge of all types of residential and commercial appraisal review
procedures, methods and techniques; comprehensive knowledge of real property
development and negotiation for purchase or lease of real property;
comprehensive knowledge of real property values on Long Island; thorough
knowledge of zoning principles and federal, state and municipal laws as they
apply to real property transactions; good knowledge of legal procedures,
documents and laws relating to real property acquisition by purchase or
condemnation; good knowledge of computers and computer programs related to real
estate transactions; knowledge of the methods, procedures and materials
necessary for the preparation of a trial presentation; ability to analyze
complex property documents, surveys and tax maps relating to the acquisition
and transfer of real property quickly and accurately; ability to plan and
direct the work of personnel in a manner
conducive to full performance and high morale; ability to express oneself
clearly and concisely, both orally and in writing; physical condition
commensurate with the demands of the position.

COMPETITIVE
Either:
a) Graduation from a college with
federally-authorized accreditation or registration by NY State with a
Bachelor's Degree, and seven (7) years of experience in real property
appraisal, five (5) years of which must have been in a management capacity; or,
b) Completion of sixty (60) credit hours from a
college with federally-authorized accreditation or registration by NY State,
and nine (9) years of experience in real property appraisal, five (5) of which must
have been in a management capacity.
PROMOTIONAL
At the time of appointment and throughout employment, the employee must
be certified by New York State as a General Real Estate Appraiser.
At the time of appointment and throughout employment, the employee must
possess a valid license to operate a motor vehicle in New York State.
