DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class performs routine research and statistics work and evaluation studies.  The incumbent is primarily responsible for the initial work of locating, gathering and analyzing information and data prerequisite to interpreting trends and projections.  The incumbent receives assignments and carries them out according to established policies and procedures, and is expected to exercise a certain amount of independent judgment.  Work is reviewed by technical supervisors through conferences and observation of work performed.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Collects data and information pertinent to management and administrative studies;

            Employs manipulative and comparative methods to analyze and isolate critical data, facts and information;

            Works with County departments and programs which are attempting to identify evaluative data, such as efficiency indicators;

            Contacts staff members of the agency, other public and private agencies, civic organizations and community groups to obtain statistical information;

            Utilizes a personal computer and associated software to analyze and interpret data, and make projections based upon the data compiled;

            Writes reports describing the method of collecting, screening and depicting data and information used in research studies;

            Assists administrative personnel of various County departments in locating material pertinent to their particular project needs;

            Provides and explains more complex data, and reports to the general public and other County agencies.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of research methods and survey techniques; good knowledge of analysis to isolate and identify data and statistics needed in evaluation studies; good knowledge of personal computers and computer software programs; good knowledge of modern developments, current literature and sources of information in the field of research analysis; ability to conduct research and statistical studies and surveys; ability to analyze and evaluate complex data, write comprehensive reports and make practical recommendations concerning research problems; ability to establish and maintain effective working relationships with supervisors, agency staff members, representatives of other public and private agencies and other persons associated with research studies or surveys; ability to work with County personnel in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            (a) Graduation from a New York State or regionally accredited college or university with a Master's Degree in Research, Management and Policy Analysis or a related field; or,

            (b) Graduation from a New York State or regionally accredited college or university with a Bachelor's  Degree, and two (2) years of experience in the development and conduct of managerial and operational research studies; or,

            (c) Graduation from a standard senior high school or possession of a high school equivalency diploma, and six (6) years of experience in the development and  conduct of managerial and operational research studies; or,

            (d)An equivalent combination of education and experience as defined by the limits of (a), and (b) and (c).

 

            PROMOTIONAL

            One (1) year permanent competitive status as a Research Technician.
