DISTINGUISHING FEATURES OF THE CLASS
Under
general supervision, an employee in this class performs difficult research and
statistics work in the interpretation and analysis of assembled data to make
projections concerning the future needs of the agency and/or the
community. The incumbent is responsible
for developing and conducting research studies and surveys designed to collect
data that will aid in the evaluation of agency programs, community projects and
their related programs. The incumbent
may supervise a small staff of technical and clerical personnel. Work is performed with a wide latitude of
technical independence, and is reviewed by an administrative supervisor through
discussion of current projects and of reports.

TYPICAL WORK ACTIVITIES
Plans
research projects and establishes procedures for the collection of raw data;
Contacts
staff members of the agency, other public and private agencies, civic
organizations and community groups to obtain statistical information;
Utilizes
a personal computer and associated software to analyze and interpret data, and
make projections based upon the data compiled;
Designs
and revises forms used in the collection of data; prepares charts, graphs and
other visual aids;
Prepares
statistical reports for state, federal and other County agencies; supervises
the maintenance of data files;
May
supervise a small staff of clerical and technical personnel;
May
assist in conducting an in-depth systems design study which includes
coordinating research and statistics for that unit;
May
assist in the development, implementation and maintenance of a public sector
management information system.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Thorough knowledge of research methods and survey
techniques; good knowledge of analysis to interpret and evaluate data and
statistics; good knowledge of modern developments, current literature and
sources of information in the field of research; good knowledge of personal
computers and computer software programs; ability to conduct research and
statistical studies and surveys; ability to establish and maintain effective
working relationships with supervisors, agency staff members, representatives
of other public and private agencies and other persons associated with research
studies or surveys; ability to supervise a small staff in a manner conducive to
full performance and high morale; ability to express oneself clearly and concisely,
both orally and in writing; physical condition commensurate with the demands of
the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
EITHER:
(a)
Graduation from a New York State or regionally accredited college or university
with a Master's Degree in Research, Management and Policy Analysis or a related
field and two (2) years of experience in the development and conduct of
managerial and operational research studies; or,
(b)
Graduation from a New York State or regionally accredited college or university
with a Bachelor's Degree, and four (4) years of experience in the development
and conduct of managerial and operational research studies; or,
(c)
Graduation from a standard senior high school or possession of a high school
equivalency diploma, and eight (8) years of experience in the development and
conduct of managerial and operational research studies; or,
(d)
An equivalent combination of education and experience as defined by the limits
of (a), (b) and (c).
PROMOTIONAL
Two
(2) years of permanent competitive status as a Research Analyst.
