DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for coordinating long range planning studies available as a BOCES service to districts throughout New York State.  Responsibility may be included for supervising and participating in the analysis of educational requirements, demographics, and/or alternative organizational patterns.  An employee in this class must be available for travel throughout New York State.  Supervision may be exercised over a professional and clerical staff.  Additional duties may include assisting in coordination of grant writing and the development of Requests for Proposals, management, facilitation, evaluation of educational programs, and implementation of improvement programs.  Work is reviewed by an administrative supervisor through conferences and written reports. Does related work as required.        

 

TYPICAL WORK ACTIVITIES

            Assists districts in developing long range plans to meet State mandates and assists in the interpretation of State and Federal accountability requirements;

            Supervises and participates in a variety of analyses of State educational mandates or assists districts in identifying essential qualities needed for vendors who will provide this service;

            May assist districts in preparing Requests for Proposal and in the selection of vendors;

            Assists districts in interpreting collected data, developing budgets, and preparing for planning and implementation meetings;

            Develops marketing strategies and makes presentations to potential subscribers to the service;

            Works closely with local, county, town, village, city, state officials and school district boards;

            Assists in the development and maintenance of program procedures;

            Assists in analyzing the effectiveness and efficiency of operations;

            May travel throughout the state to monitor progress of program implementation and prepares evaluation reports;

            Attends meetings, conferences and training sessions involving school districts and NYSED;  

            May supervise technical and clerical personnel in the research, analysis and collection of information and data.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the relationship of demographic (population, birthrates, housing, resident characteristics, non-public school attendance) and educational factors to school enrollment and operation; comprehensive knowledge of federal and state educational standards and curriculum; thorough knowledge of requirements for standards, assessments, and district accountability for educational legislation; thorough knowledge of statistical concepts and methods of research techniques; thorough knowledge of analysis methods used to interpret and evaluate data and statistics; good knowledge of modern developments, current literature and sources of information in the field of education; ability to establish effective working relationships and to elicit cooperation from other professionals in the development of project proposals in accordance with New York State educational standards; ability to develop effective communications with outside agencies; ability to systematically analyze and solve problems; ability to prepare graphs, reports and public presentations; ability to express oneself clearly and concisely, both orally and in writing; ability to supervise a staff in a manner conducive to full performance and high morale; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree and three years of experience in the field of educational planning.

 

NOTE:   Further graduate education may be substituted for experience up to a maximum of two (2) years.
