DISTINGUISHING FEATURES OF THE CLASS

Under the general supervision of the Director of Budget Review, the incumbent provides to the Suffolk County Legislature and the Legislative Committee on Energy professional and technical information and analyses in conjunction with mandated consumer protection oversight of the Long Island Power Authority and associated energy-related issues.  The incumbent is expected to exercise a considerable degree of independent judgment and initiative in the performance of duties.  Supervision may be exercised over technical and clerical personnel.  Work is reviewed through conferences, written reports, and evaluation of the effectiveness of analyses and recommendations.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Assists the Legislature in providing oversight of the Long Island Power Authority, including the legal settlement, its finances, changes in consumer utility rates and its energy policies;

            Develops a master plan to meet energy needs in the County and the LIPA service area in concert with appropriate groups and organizations;

            Advises the Legislature on a variety of energy-related issues, including cost, consumption, availability and the use of alternative energy;

            Performs studies and evaluations of LIPA operations;

            Monitors the development of new energy efficient technologies, especially for gas and electric service;

            Participates in the development of plans that encourage sound cost savings and energy conservation measures;

            Promotes the need for environmentally friendly conservation initiatives.

                       

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the economics of utilities providing electric and gas service; thorough knowledge of traditional and alternative sources of energy; thorough knowledge of methods and approaches to energy conservation; good knowledge of recent developments, current literature and sources of information in the energy field; ability to apply and interpret statistical research and to direct and conduct research studies; ability to analyze facts and to exercise sound judgment in arriving at conclusions and recommendations; ability to prepare clear, accurate and comprehensive reports; ability to supervise a staff in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a college with federally-authorized accreditation or registration by NY Statewith a Bachelor’s Degree in engineering, public policy, economics, or a related field, and ten (10) years of experience in:

            (a)  monitoring and/or evaluating gas and electric utilities, or;

            (b)  utility finances or budgeting, or;

            (c) public advocacy, of which three (3) years must been associated with utilities, or;

            (d)  performing studies evaluating energy usage, consumption, rates, and the effectiveness of alternative sources of energy, or;

            (e) an equivalent combination of experience as listed in (a) through (d).

Five (5) years of the required experience must have been associated with municipal energy management.                    

NOTE:  Additional relevant education from a college with federally-authorized accreditation or registration by NY Statewill be substituted for non-municipal energy management associated experience on a year-for-year basis.
