DISTINGUISHING FEATURES OF THE CLASS

Under general direction, an employee in this class performs economic research with respect to the Long Island economy and that of the New York Metropolitan Region.  The employee designs the research methodology for major economic studies, may supervise other staff in implementing such projects, monitors the local economy and provides technical assistance as needed.  The employee reports to the Director of Budget Review or other administrative supervisor who reviews work completed and reports submitted.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Performs economic studies of employment and labor market trends, income, wages, retail and wholesale activity, local and municipal government services (e.g. education, welfare) and related topics;

            Prepares charts, publications and statistical data relating to regional economic studies;

            Prepares and makes oral and written presentations to government officials and busi­ness leaders;

            Develops and maintains a forecast model of the County’s General Fund and Police District budgets;

            Analyzes County debt trends, debt policy and prepares debt summaries for the operating and capital budgets;

            Forecasts sales tax revenue;

            Prepares fiscal impact statements;

            Drafts legislation for Introductory Resolutions;

            Provides technical assistance to government agencies and to the business community, as requested.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles, practices, methods and techniques of regional economics, public finance and of economic research methods; knowledge of current literature and data sources with regard to labor market analysis, regional economics and public finance; considerable initiative in selecting study areas, developing research methods, and selecting data sources; ability to assign and supervise the work of subordinate personnel; ability to express oneself clearly and concisely, both orally and in writing; ability to analyze technical factual data, physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

             Either:

             (a)  Graduation from a college with federally-authorized accreditation or registration by New York State with a Ph.D. in Economics; or,      

             (b)  Graduation from a college with federally-authorized accreditation or registration by New York State with a Master’s Degree in Economics and six (6) years of experience performing economic research for a public or private organization; or,

             (c)  Graduation from a college with federally-authorized accreditation or registration by

New York State with a Bachelor’s Degree in Economics and eight (8) years of experience performing economic research for a public or private organization.

 

            PROMOTIONAL

            Two years of permanent competitive status as an Economist.
