DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class assists in researching governmental and private sources of financial and technical aid.  The incumbent may assist municipalities or County depart­ments in the preparation, development and use of grant-in-aid programs.  Supervision is received from an administrative supervisor; and work is reviewed through periodic conferences and reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Assists in researching sources of grant funds;

            Informs municipalities or County departments of the existence of aid programs;

            Helps establish procedures for processing applications to various state and federal agencies;

            Maintains records on all federal and state aid to municipalities, departments and agencies;

            Reviews periodically, departmental capital and program budgets, to determine feasibility of securing additional grant funds to supplement County monies for pro­grams;

            Assists in the preparation of written proposals and presentations to funding agencies;

            Assists in performing research on the impact of proposed regulations and/or legislation on municipal activities.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of federal and state grant programs and of their applicability; good knowledge of the proper administration of government aid programs; working knowledge of statistical and research concepts and methods; ability to evaluate the implementation of federal and state aid programs; ability to establish and maintain effective working relationships with supervisory personnel and government officials; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            a) Graduation from a New York State or regionally accredited college or university with a Bachelor’s Degree, and one (1) year of additional graduate level education; or,

            b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and five (5) years of experience in preparing, researching and/or monitoring grants from state or federal sources; or,

            c) An equivalent combination of education and experience as defined by the limits of a) and b).
