DISTINGUISHING FEATURES OF THE
CLASS
An employee in this class
locates sources of federal, state or private assistance and coordinates the
preparation of aid programs. The
incumbent may assist County departments, municipalities, private non-profit
agencies and elected officials in grant-in-aid research. Supervision is exercised over technical and clerical personnel. General direction is received from
administrative supervisors. Does
related work as required.
TYPICAL WORK ACTIVITIES
Coordinates
the preparation of federal, state and private aid programs;
Supervises
a technical staff and clerical personnel engaged in the preparation and
research of aid programs;
Directs
the preparation of accurate statistical records and reports on grant-in-aid
programs;
Maintains
awareness of all statutory and procedural changes in grant programs;
Disseminates materials and
information pertaining to grants to the appropriate agencies;
Organizes
and maintains records of federal and state aid applications received and
prepared.

Comprehensive knowledge of laws,
rules and regulations relating to federal and state aid programs; thorough
knowledge of the proper administration of government aid programs; good
knowledge of statistical research concepts and methods; good knowledge of
office practices and procedures; ability to prepare complete and accurate
reports and statements of considerable complexity concerning federal, state or
private grant programs; ability to evaluate the implementation of federal and
state aid programs; ability to establish and maintain effective working
relationships with administrative personnel and government officials; ability
to assign and direct personnel in a manner conducive to good performance and
high morale; ability to express oneself clearly and concisely, both orally and
in writing; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
(a)
Graduation from a New York State or regionally accredited college or university
with a Bachelor's Degree, and four (4) years of experience in preparing, researching
and/or monitoring grants from state or federal sources; or,
(b)
Graduation from a standard senior high school or possession of a high school
equivalency diploma, and eight (8) years of experience in preparing,
researching and/or monitoring grants from state or federal sources; or,
(c) An
equivalent combination of education and experience as defined by the limits of
(a) and (b).
PROMOTIONAL
One
(1) year of permanent competitive status as a Grants Analyst.
