DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for supervising technical analysts in the preparation of analytical studies of the programs and operations of the Department of Health Services. The incumbent supervises the evaluation of program productivity, and the development of new procedures for more effective programs and operations. The incumbent is expected to use considerable independent judgment and initiative in evaluating programs and operations. Work is reviewed by an administrative supervisor through periodic conferences and reports. Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Supervises the collection and analysis of data relative to the performance of programs and operations;

            Supervises the process to identify legal, programmatic and management objectives;

            Supervises and participates in the preparation of Certificate of Need applications to the New York State Department of Health on departmental projects;

            Supervises the development of standards and criteria for evaluating program productivity and policy alternatives in terms of the fiscal and operational implications;

            Supervises the performance of studies of health program operations for the purpose of determining needed modifications and improvements in organizational structure, program design, administrative procedures and implementation of changes;

            Supervises the collection and analyses of data on the economic, demographic and sociological characteristics of the region that have an impact on the development of health policies and programs;

            Supervises and coordinates the preparation of department grant proposals;

            Supervises the drafting of policy, preparation of program plans and development of new programs;

            Supervises the preparation of cost analyses of alternative management systems, procedures and methods of operation;

            Supervises the review of new and proposed federal, state and local legislation to determine the effect on health programs and policies.

           

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the principles and procedures of health administration; comprehensive knowledge of methods and techniques employed in conducting research studies; comprehensive knowledge of the Certificate of Need process; thorough knowledge of statistical concepts; ability to supervise the work of a technical staff in a manner conducive to full performance and high morale; ability to establish and maintain good working relationships with other public officials; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a college with federally-authorized accreditation or registration by NY State with a Master's Degree, and two (2) years of experience in health administration, including policy analysis, planning management analysis, operations research or program evaluation.

 

NOTE:  Additional graduate education from a college with federally-authorized accreditation or registration by NY State in Health Administration or a related field will be substituted for experience on a year-for-year basis.

 

            PROMOTIONAL

            Two (2) years of permanent or contingent permanent competitive class status as a Health Program Analyst II.
