DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class is responsible for conducting analytical studies of current management policies, procedures and programs in order to provide alternative proposals for the maximum effectiveness of operation.  The incumbent performs work needed for the preparation of compre­hensive studies and analyses of fiscal and management systems.  The employee is expected to exercise some independent judgment and initiative in carrying out assignments.  Work is reviewed by a professional or administrative supervisor through reports and conferences.  Does related work as required. 

 

TYPICAL WORK ACTIVITIES

            Surveys and analyzes work methods, procedures and related data in order to prepare managerial and fiscal studies and analyses; 

            Gathers data and prepares charts, tables and diagrams to assist in analyz­ing problems; 

            Utilizes mathematical concepts and methods in the analysis of data and in justification of recommendations; 

            Assists in analyzing the effectiveness and efficiency of operations, offers possible alternatives, and assists in the implementation of changes; 

            Makes recommendations for new methods, changes in policy, operations and procedures, and other improvements to increase personnel and cost efficiency; 

            Prepares evaluation reports of departmental improvements and assists managers in measuring the effects of policy and procedure changes; 

            May develop time and cost networks to plan and control large scale projects.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of systems analysis as it applies to modern organization, management and planning techniques and practices; good knowledge of statistical concepts and methods; good knowledge of modern office machines, their practical and optimum uses, and current developments relating to them; good knowledge of research methods; ability to systematically analyze proposals and arrive at sound conclusions; ability to establish and maintain effective working relation­ships with others; ability to express oneself clearly and concisely, both orally and in writing; ability to maintain records and compile reports; physical condition commensurate with the demands of the position. 

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree, and two (2) years of experience involving budgetary review and preparation, management systems analysis or a related field.

 

NOTE:  Additional education in the above areas may be substituted for experience on a year for year basis. 

 

            PROMOTIONAL

            One (1) year of permanent competitive status as a Management Technician.
