DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class performs supervisory and administrative work in the preparation of managerial and fiscal studies and analyses.  The employee is responsible for supervising a number of technical subordinates in the preparation of comprehensive studies and analyses of fiscal and management systems.  The incumbent supervises the review of new program concepts and the implementation of new programs authorized by Federal and State agencies.  The incumbent uses considerable independent judgment and initiative in evaluating concepts and programs.  Performance is reviewed through periodic conferences and reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Supervises the study and analysis of the organizational structure, proce­dures and methods of operations of governmental departments to determine their effectiveness and needed areas of improvement;

          Recommends changes in the distribution of personnel, workloads, depart­mental policies and procedures, reporting and information systems to increase efficiency and cost effectiveness;

          Develops and consults with department heads on the implementation of management information systems, planned program budgeting procedures and new methods of financial accounting and reporting;

          Supervises the preparation and implementation of guidelines and procedures to be used in productivity studies and improvement programs;

          Evaluates forms, organizational charts and procedural manuals developed and used by departments;

          Participates in the planning and organization of training programs in management skills.

 

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the principles and practices of managerial systems analysis; comprehensive knowledge of the methods and techniques employed in performing managerial and fiscal studies and conducting research projects; thorough knowledge of the principles and practices of modern office management, public administration and public financing; good knowledge of scientific methods of modern organization, planning techniques and practices, and the current developments relating to office equipment and devices; good knowledge of statis­tical concepts and methods; ability to systematically analyze facts and to exercise sound judgment in arriving at improved methods of operation; ability to supervise the work of subordinates in a manner conducive to full performance and high morale; ability to establish and maintain good working relationships with department heads and other public officials; ability to express  ideas clearly and concisely and to prepare comprehensive written and oral reports and organizational charts and manuals; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN-COMPETITIVE

          Either:

          (a) Graduation from a New York State or Regionally accredited college or university with a Master's Degree in Public or Business Administra­tion and five (5) years of experience involving budgetary review and prepara­tion, management systems analysis or a related field; or,

          (b) Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree and seven (7) years of experience involving budgetary review and preparation, management systems analysis or a related field; or,

          (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).

 

          PROMOTIONAL

          Two (2) years of permanent competitive status as a Senior Management Analyst.
