An employee in this class is responsible for performing highly
specialized administrative work in the supervision of the management staff in
the study and analysis of a major County department. The incumbent is expected to use considerable independent
judgment and initiative in the performance of duties. Responsibilities include
the structural re-organization of departments to improve distribution of work
flow, personnel utilization and control of expenditures. Work is reviewed by an the administrative
supervisor through frequent conferences, reports and observations of the
effectiveness of management programs.

TYPICAL WORK ACTIVITIES
Plans and directs the
day-to-day operations of a management unit within a major County department and
supervises a technical staff involved in the preparation and implementation of
departmental programs;
Supervises the
preparation of in depth management studies relative to these programs;
Analyzes the fiscal and
management impact of new programs proposed by the federal and state government
for possible implementation by a major County department;
Conducts studies of
departmental systems encompassing all areas including payroll, contracting,
purchasing, personnel and others and makes recommendations to the department
head for implementation of methods to improve existing systems;
Analyzes and evaluates
departmental fiscal and management systems to result in the elimination of
duplication and increase productivity and efficiency;
Evaluates the
organizational structure of divisions within a major County department and
recommends and implements reorganizations as required to improve staff
utilization and minimize expenditures.

Comprehensive knowledge of systems analysis as it applies to the
scientific methods of modern organization, management and placing techniques
and practices; comprehensive knowledge of the methods and techniques employed
in performing managerial and fiscal studies, and conducting research projects;
thorough knowledge of local, state and federal laws which pertain to management
organization, planning and implementation; thorough knowledge of the
principles and practices of modern office management, public administration and
public financing; thorough knowledge of statistical concepts and methods; good
knowledge of recent developments, current literature and sources of information
in public administration and management; ability to systematically analyze
facts and to exercise sound judgment in arriving at improved methods of
operation; ability to supervise the work of a technical staff in a manner
conducive to full performance and high morale; ability to establish and
maintain good working relationships with department heads and County officials;
ability to express oneself clearly and concisely, and to prepare comprehensive
written and oral reports and organizational charts and manuals; physical
condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Either:
(a) Graduation from a New
York State or regionally accredited college or university with a Master's
Degree in Public or Business Administration, and six (6) years of experience
involving budgetary review and preparation, management systems analysis or a
related field; or,
(b) Graduation from a New
York State or regionally accredited college or university with a Bachelor's
Degree, and eight (8) years of experience involving budgetary review and
preparation, management systems analysis or a related field; or,
An equivalent combination
of education and experience as defined by the limits of (a) and (b).
PROMOTIONAL
Two (2) years of
permanent competitive status as a Principal Management Analyst.
