DISTINGUISHING FEATURES OF THE CLASS

Work involves assisting in directing the activities of a County department's management and research unit.  Supervision is exercised over a professional staff engaged in analyzing and evaluating internal policies and procedures and generating manual and automated systems designed for optimum departmental performance.  Work is performed under the general supervision of a Director of Management and Research or administrative supervisor and is reviewed through conferences and reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Assists in directing the activities of a unit responsible for department-wide management and research activities;

            Reviews analyses and evaluations of the internal policies and procedures of a specific department;

            Oversees the generation of manual and automated systems to improve departmental performance, to track funding, and to aid in budget preparation;

            Directs the development of effective organizational workflow to facilitate accomplishment of departmental objectives;

            Assists in supervising the monitoring of departmental performance and the preparation of quantitative reports to assist management decision making and to meet reporting requirements of government funding agencies;

            Assists in organizing and directing programmatic studies;

            Oversees the administration of a department's grant funded programs;

            Consults with division heads on matters concerning administrative policy.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the methods and techniques employed in performing managerial studies and conducting research projects; thorough knowledge of the principles, practices and techniques of public administration, public finance and modern office management; thorough knowledge of the application of data processing systems and methods to administrative procedures; thorough knowledge of local, state and federal laws which pertain to management organization, planning and implementation; ability to direct studies of government operations and administrative research; ability to systematically analyze facts and to exercise sound judgment in arriving at improved methods of operation; ability to establish effective working relationships with public officials and administrators; ability to supervise the work of subordinates in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

OPEN COMPETITIVE

            Either:

            a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Master's Degree in Public Administration or Business Administration and six (6) years of administrative experience, at least three (3) of which have involved review of organizational operations; or,

           

            (b) Graduation from college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree and eight (8) years of administrative experience, at least three (3) of which have involved review of organizational operations; or,

           

             (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).

 

            PROMOTIONAL

            One (1) year of permanent competitive status as Chief Program Examiner or Chief Management Analyst.
