FEATURES OF THE CLASS
An
employee in this class responsible for overseeing the development and execution
of the enterprise-wide continuous innovation initiatives and programs for
Suffolk County. Responsibilities include developing, planning, and executing
the strategy that results in eliminating waste, improving customer
satisfaction, and improving the overall quality of services while increasing
the number of customers helped through the organization. The incumbent oversees
continuous innovation personnel in defining standards and governance, tools,
and methodology to build on executive engagement. Work is performed within
established policies, however assignments are performed with considerable
independence, requiring the exercise of discretion, sound judgment, and
initiative. Does related work as required.
TYPICAL
WORK ACTIVITIES
Oversees all continuous improvement initiatives and
strategy by identifying, planning, and
implementing multiple projects, studying ways to make improvements on processes
to increase productivity, improve quality, reduce costs, time management, and
recommend solutions that align with priorities;
Coordinates with staff through
continuous innovation meetings and workshops, including mission process
reengineering sessions, brainstorming sessions, and various process improvement
guidance trainings;
Oversees the development and design
documents including training manuals, process outlines, flowcharts, checklists,
templates, and implementation procedures;
Oversees
continuous improvement communication to keep employees engaged and informed
about overall program benefits and value;
Collaboratively works with County Executive, department
leadership, Human Resources, Office of Budget and Management, and Department of
Information Technology on a wide range of continuous improvement initiatives;
Develops and implements new
processes to improve productivity, safety, service quality and delivery through
the use of performance data;
Reporting on all deliverables for the program through
dashboards aligned with KPI to measure critical success factors;
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Comprehensive knowledge of the principles, practices and
techniques of public administration, public finance and modern office
management; comprehensive knowledge of modern techniques and tools for process
improvement; comprehensive knowledge of the methods and techniques employed in
performing managerial studies and conducting research projects; comprehensive
knowledge of the application of information processing systems and methods to
administrative procedures; thorough knowledge of local, state and federal laws
which pertain to management organization, planning and implementation; ability
to direct studies of government operations and administrative research; ability
to systematically analyze facts and to exercise sound judgment in initiating
improved methods of operation; ability to establish effective working
relationships with public officials and administrators; ability to supervise the
work of a staff in a manner conducive to full performance and high morale;
ability to express oneself clearly and concisely, both orally and in writing;
physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Graduation
from a college with federally authorized accreditation or registration by NY
State with a Bachelor’s Degree in Public Administration, Business
Administration, Engineering, or a related field and ten (10) years of
continuous innovation/improvement, analytical, project management, or business
analysis experience including supervisory experience, at least five (5) of
which have involved increasing responsibility in leading process improvement
projects.
NECESSARY
SPECIAL REQUIREMENT
Possession of all of the following certifications within 6 months of
employment: Project Management Professional (PMP) certification, Lean Six Sigma
Black Belt certification, and Salesforce Administrator certification.
