DISTINGUISHING FEATURES OF THE CLASS
An
employee in this class supervises a unit whose primary function is program
evaluation and policy analysis of the Capital and Operating budget of a major
budget unit. Responsibilities include
overseeing the coordination and integration of studies and analyses of
County-wide policies, programs and administrative process to evaluate their
effectiveness in meeting programmatic and legislative intent. The incumbent develops the methodology
needed to analyze a wide range of elements of program administration including
legal and fiscal base, organizational structure, management practices,
administrative procedures and the level and quality of services provided. The incumbent supervises and participates in
the review of proposed legislation to determine financial and program impact,
and is responsible for identifying and examining policy and program issues of
various proposed fiscal resource allocations.
This incumbent is responsible for supervising the collection and
analysis of statistical data critical to the budget review process. Does related work as required.
TYPICAL WORK ACTIVITIES
Supervises a unit engaged
in the coordination and integration of studies and analyses to evaluate
effectiveness of policies, programs and administrative process in meeting
programmatic and legislative intent;
Develops methodology to
analyze a wide range of elements of program administration including legal and
fiscal base, organizational structure, management practices and administrative
procedures to evaluate objectives and productivity;
Assigns
component tasks to Program Examiners and research personnel based on the
methodology developed and reviews findings before presentation to supervisors;
Supervises and
participates in the review of proposed government legislation and policy
alternatives to determine financial and programmatic impact on the economic,
social and physical environment of the region;
Supervises and
participates in the review of studies of departments and operations to
determine which modification improvements in organizational structure, program
design and administrative procedures are needed;
Supervises collection and
analyses of statistical data relating to the process of budget review;
Participates in technical
review of proposed departmental and program expenditures;
May supervise a unit in
evaluating requested and proposed operating and capital budgets for the County
Legislature and County Executive relating to the impact on the delivery of
government services; applies the principles of performance budgeting to the
budget review process;
Supervises collection and
analysis of data on the economic, demographic and sociological characteristics
of the region which have an impact on the development of policies and
programs;
Prepares cost analyses of
alternative management systems, procedures and
methods of operations.
Reviews new and proposed
federal, state and local legislation to determine the effect on government or
agency activities.
FULL PERFORMANCE KNOWLEDGES SKILLS ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the principles, practices and techniques of public
administration, public finance and budgeting; thorough knowledge of the
principles of management analysis, organizational therapy and cost-benefit
analysis; thorough knowledge of statistical concepts and methods; good
knowledge of the application of data processing systems and methods to
administrative procedures; good knowledge of the general principles of
accounting and of the New York State Accounting System and budgetary process
for counties; ability to conduct studies of operations and to perform
administrative research; ability to analyze complex data and to prepare
comprehensive narrative and statistical reports in the area of public
administration; ability to acquire rapidly a good knowledge of the legal and
administrative regulations and guidelines related to government programs;
ability to establish effective working relationships with public officials and
administrators; ability to supervise the work of personnel in a manner
conducive to full performance and high morale; ability to express oneself
clearly and concisely both orally and in writing; physical condition
commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a New
York State or regionally accredited college or university with a Bachelor's
Degree, and six (6) years of experience in policy analysis, budgetary review,
management and operations research, program evaluation or comparative budgetary
analysis.
NOTE: Additional relevant
graduate level education will be substituted for experience on a year-for-year
basis up to a maximum of two (2) years.
PROMOTIONAL
Two (2) years of permanent
competitive status as a Senior Program Examiner.
