FEATURES OF THE CLASS
Under general supervision, an employee in this class
administers programs to ensure efficient utilization of space within budgetary
limits. The incumbent is responsible for
coordinating with departments on space utilization and/or operation and
maintenance of owned or leased buildings.
Responsibility is included for building evaluation and recommendations
for renovations. Work requires
considerable use of independent judgment and initiative, and is reviewed
through conferences and reports. The
incumbent supervises a staff of technical and clerical personnel. Does related work as required.
TYPICAL WORK
ACTIVITIES
Evaluates and approves space assignment requests for
departments and agencies, and assigns appropriate space;
Directs and supervises operation and
maintenance of buildings; oversees building custodial services and security;
Coordinates preparation and
maintenance of a master plan for space utilization with other departments;
May prepare division budget and
materials specifications;
Supervises establishment and
maintenance of computerized records;
Inspects buildings to determine
maintenance requirements;
Manages leasing of space and
authorizes rental payment.

KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the principles, practices, methods
and technology of building space analysis; thorough knowledge of building
operation and maintenance practices; thorough knowledge of current developments
and sources of information related to building space analysis; thorough
knowledge of principles of management and reporting techniques; good knowledge
of building design; good knowledge of applicable laws and regulatory codes;
ability to establish and maintain effective working relationships with others;
ability to direct and supervise in a manner conducive to full performance and
high morale; ability to prepare reports; ability to express oneself clearly and
concisely, both orally and in writing; good judgment; physical condition
commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Either:
a) Graduation from a college with
federally-authorized accreditation or registration by New York State with a
Bachelor's Degree, and six (6) years of experience in real estate analysis
or building space analysis; at least four (4) years of this experience must
have been in an administrative capacity; or,
b) Graduation from a college with
federally-authorized accreditation or registration by New York State with a
Bachelor's Degree, and six (6) years of experience in building operation and
maintenance; at least four (4) years of this experience must have been in an
administrative capacity.
NOTE: Additional education beyond the Bachelor's Degree may be
substituted for non-administrative experience on a year-for-year basis; or,
Additional experience may be
substituted for education on a year-for-year basis up to a maximum of four (4)
years.
PROMOTIONAL
Two (2) years permanent competitive
status as an Assistant Facilities Space Manager.
