DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class establishes, maintains and operates facilities for the storage, processing, retrieval and disposition of records for a large jurisdiction.  The incumbent manages a large records center and supervises the staff assigned to the center.  Work is reviewed by an administrative supervisor.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Conducts surveys of departments and agencies to determine current and future record storage requirements;

          Determines space, equipment and personnel requirements for a large records center;

          Develops and promulgates standards, procedures and techniques of records management;

          Designs a cataloguing system for records in order to maintain file integrity and retrievability;

          Establishes standards in accordance with New York State guidelines, for the disposition of records and for the retention of records and archives of continuing value;

          Establishes liaison with departments and agencies to initiate records management programs.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the methods and techniques employed in de­signing, directing and conducting surveys; comprehensive knowledge of the principles and practices of records management systems; thorough knowledge of the legal requirements for records retention and methods of disposal; good knowledge of scientific methods of modern organization and planning techniques and practices and current developments relating to records storage equipment and devices; ability to systematically analyze facts and to exercise sound judgment in arriving at improved methods of operation; ability to supervise the work of subordinates in a manner conducive to full performance and high morale; ability to establish and maintain good working relationships with department heads and other public officials; ability to express oneself clearly and concisely both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN-COMPETITIVE:

          Either:

          (a) Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree and five years of experience in the processing, storage and movement of records in a records center or similar organizational or departmental central filing system, including at least two years of supervisory experience; or

          (b) Graduation from high school or possession of a high school equivalency diploma and nine years of experience in the processing, storage and movement of records in a records center or similar organizational or departmental central filing system, including at least two years of supervisory experience; or

          (c) An equivalent combination of training and experience as defined by the limits of (a) and (b).
