DISTINGUISHING FEATURES OF THE CLASS

In cooperation with Division Directors, an employee in this class designs and develops new programs and services provided by a governmental agency. The incumbent designs and conducts studies to determine the need for new programs and to establish the means of improving existing programs. Supervision is exercised over a professional, technical and clerical staff engaged in the analysis and collection of data related to new and existing programs and services. Work is performed under the direction of an administrative supervisor, is reviewed through consultations and periodic reports. Performs related work as required.

 

TYPICAL WORK ACTIVITIES

          Collaborates with Division Directors to establish the need for new programs and services;

          Formulates and implements analytical studies of existing programs to determine modification of operational methods and the delivery of services;

          Designs and conducts studies to evaluate the effectiveness of new programs;

          Develops a network of resource personnel from foundation and governmental funding sources;

          Supervises the collection and analysis of information required in the development of grant proposals;

          Represents the department in presenting new and modified programs and services to other agencies and institutions;

          Supervises and participates in the preparation of reports regarding the effectiveness of modifications and the efficiency of programs.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles, practices and techniques of public administration, program evaluation and services organization; good knowledge of the principles of management analysis and systems management; good knowledge of modern developments, current literature and sources of information regarding delivery of services and organizational practices; knowledge of statistical concepts and methods; ability to conduct studies of governmental operations and to perform administrative research; ability to analyze complex data and prepare comprehensive reports in the area of public administration; ability to establish effective working relationships with public officials and administrators; ability to supervise the work of employees in a manner conducive to full performance and high morale; ability to express oneself clearly, both orally and in writing physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree and six (6) years of experience in planning and/or evaluating service delivery programs, two (2) years of which must have included supervisory experience.

 

NOTE:  Graduate level education may be substituted for the non-supervisory experience.
