DISTINGUISHING FEATURES OF CLASS

An employee of this class is responsible for the development, oversight, implementation and coordination of major capital projects.  The incumbent acts as a liaison between the municipality, vendors and other departments involved with projects, and manages the expenditure of resources from development through completion. The employee will have direct control over all aspects of capital programs for significant construction projects.  In addition, the individual will oversee all project supervisors and their assigned work.  The work requires independent judgment and includes coordinating capital projects with employees from various departments or divisions. Work is performed under the general supervision of an administrative supervisor. Does related work as required.

 

TYPICAL WORK ACTIVITIES

Oversees and coordinates a staff or outside contractors responsible for planning, design, and construction of all major public works capital projects;

Develops staffing and resource needs for projects;

Develops, maintains, and oversees the budget and schedule of operations for major projects;

Establishes project management policies and procedures, and ensures staff compliance with said policies and procedures;

Coordinates operations of outside contractors and vendors on all projects and ensures appropriate oversight;

Provides periodic status reports to an administrative supervisor.

Comprehensive knowledge of the principles, methods, materials, and equipment used in public works capital projects; comprehensive knowledge of modern engineering practices and procedures as they apply to public works; thorough knowledge of the laws and other regulatory enactments controlling public works; thorough knowledge of modern developments, of current literature, and sources of information in public works engineering; thorough knowledge of office administration; ability to plan and direct the work of engineers, contractors, and other personnel in a manner conducive to full performance and high morale; ability to apply engineering knowledge to specific administrative and technical problems; ability to develop and enforce procedures and policies; ability to express oneself clearly and concisely both orally and in writing; ability to give technical and professional review to a wide variety and large volume of engineering plans, specifications, and other documents; physical condition commensurate with the demands of the position

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            (a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree and ten (10) years of administrative experience in the management and oversight of major public works projects or administrative experience in the management of commercial construction and the construction of residential subdivisions, including site work; or

            (b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and twelve (12) years of administrative experience in the management and oversight of major public works projects or administrative experience in the management of commercial construction and the construction of residential subdivisions, including site work; or

            (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).
