DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is responsible for supervision of a staff involved in technical and complex evaluations of information technology equipment needs for a County department or in the Suffolk County Community College, and the selection of equipment and software to meet those needs. The incumbent may develop, revise, supervise and coordinate procedures and documentation for state-wide computer systems. Work is performed under the general supervision of an Office Systems Analyst IV or other administrator. In the absence of supervisory responsibility, the employee will perform highly complex technical work and may have overall responsibility for network and systems operations in a small jurisdiction. Duties require independent judgment and initiative. Does related work as required.
TYPICAL WORK ACTIVITIES
Supervises
employees involved in the review of operations, methods and procedures with
regard to information technology;
Works
with information technology staff and consultants to design systems, networks
and data communications;
Evaluates
new computers, peripheral equipment and software for potential to meet needs;
analyzes distributive processing and networking methods; develops modernization
plan including software and hardware recommendations;
Formulates
highly technical and comprehensive reports;
Analyzes
vendors' proposals for enhancement of departmental operations;
May
assist in formulating budgets for the purchase of equipment and software;
May
design and conduct training classes for staff.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of information
technology design and theory, and of the uses and limitations of information
technology systems including personal computers, peripheral equipment, etc. as
they apply to multi-purpose applications; good knowledge of management and
planning techniques and practices; good knowledge of the current literature,
sources of information and recent developments in the field of information
technology systems; ability to describe departmental needs to State, County and
College information technology personnel; ability to analyze facts and exercise
sound judgment in arriving at conclusions; ability to supervise a staff in a
manner conducive to full performance and high morale; ability to express
oneself clearly and concisely, both orally and in writing; good judgment;
physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
A)
Graduation
from a college with federally-authorized accreditation or registration by NY
State with a Bachelor's Degree which includes, or is supplemented by, twelve
(12) credits in information technology or a computer related field, and three
(3) years of experience in the analysis, design and/or selection of information technology networks and systems;
or,
B) Graduation from a standard senior
high school or possession of a high school equivalency diploma, and seven (7)
years of experience in the analysis, design and/or selection of information
technology networks and systems; or,
C) An equivalent combination of
education and experience as defined by the limits of A) and B).
NOTE: Coursework in
information technology from a non-degree-granting computer training institution
may be accepted based upon credit hour equivalence.
SPECIAL NOTE: Because of the
rapid evolution of technology in this field, five (5) years of the qualifying
experience must have been gained within the last six (6) years.
PROMOTIONAL
Two (2) years of permanent
competitive status as a Suffolk County government or Suffolk County Community
College employee as an Office Systems Analyst II or Computer Operator IV.
