DISTINGUISHING
FEATURES OF THE CLASS
An
employee in this class is involved in evaluating departmental network and
equipment needs, and the selection and implementation of equipment and software
for a County department or in the Suffolk County Community College. The
incumbent may perform specialized work that requires knowledge of specific
programs and procedures. Work is performed under the general supervision of an
Office Systems Analyst III or other administrator, and is reviewed through
conferences, consultations and the submission of required reports. Supervision
may be exercised over lower level employees including Office Systems
Technicians and Analysts I. Duties require independent judgment and initiative
in the evaluation and design of computer networks and systems. Does related
work as required.
TYPICAL
WORK ACTIVITIES
Reviews, updates and maintains
operations and systems including personal computers, networks, peripheral
equipment and other hardware and software within a County jurisdiction or
Suffolk County Community College;
Determines
the need for installation and/or modification of new or existing equipment;
Recommends
the systems equipment and design that will best improve operations;
Recommends
standards for hardware, software and peripherals;
Recommends
and plans for hardware and software upgrades;
Installs
and modifies networks and systems as needed;
Recommends
modifications and the creation of new programs to systems that will improve the
effectiveness of the system and departmental operations;
Supervises
Office Systems Analysts I or Technicians;
Trains
support staff and professional staff in the use of information technology;
Provides in-house technical support
for questions and problems;
Develops
applications and files design;
Updates
manuals to reflect changes of information technology procedures and provides
program documentation.
FULL
PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good
knowledge of the capabilities and limitations of information technology
including computers, networks and other hardware and software; good knowledge
of information technology and their practical and optimum usage; good knowledge
of the current literature, sources of information and recent developments in
the field of information technology; ability to analyze facts and exercise
sound judgment in arriving at conclusions; ability to supervise in a manner
conducive to full performance and high morale; ability to express oneself
clearly and concisely, both orally and in writing; good judgment; physical
condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN
COMPETITIVE
Either:
A)
Graduation from a college with federally-authorized accreditation or
registration by NY State with a Bachelor's Degree which includes, or is
supplemented by, twelve (12) credits in information technology or a computer
related field, and two (2) years of experience in the installation, analysis,
design and/or selection of information technology networks and systems; or,
B)
Graduation from a standard senior high school or possession of a high school
equivalency diploma, and six (6) years of experience in the installation, analysis, design and/or selection of information
technology networks and systems; or,
C)
An equivalent combination of education and experience as defined by the limits
of A) and B).
NOTE: Coursework in information
technology from a non-degree-granting computer training institution may be
accepted based upon credit hour equivalence.
SPECIAL
NOTE: Because of the rapid evolution of technology
in this field five (5) years of qualifying experience must have been gained
within the last six (6) years.
PROMOTIONAL
One
(1) year of permanent competitive status as an Office Systems Analyst I.
Two (2) years of permanent
competitive status as a Data Entry Supervisor.
