DIRECTOR OF OPTICAL IMAGING 0768
An employee in this
class is responsible for the administrative oversight of the Suffolk County
Clerk’s Optical Imaging System. Responsibility is included for management of
all computer-related functions, coordination of departmental needs and
development of all information technology. The incumbent directs the County
Clerk’s computer technology staff and oversees all coordination with private
vendors as it relates to enhancement and upgrades of the Imaging System and its
related components. Does related work as required.
Directs staff responsible for the
daily operation and maintenance of the Optical Imaging System;
Develops all information technology
including website management, Internet access, e-mail records, and electronic
document recording;
Develops allied systems related to
Optical Imaging and subsequent training for County Clerk staff and the general
public;
Develops, delivers and maintains various package and custom client server and Web based solutions as well as area UNIX and NT Oracle databases;
Researches available new equipment
and technology for applicability in the County Clerk’s Office;
Coordinates and schedules changes
across all computer platforms including hardware and software changes;
Performs analysis of business
functions and provides recommendations for software solutions;
Designs, codes, tests, implements,
maintains and documents client/server based applications;
Designs, installs and implements
systems as needed.

Comprehensive knowledge of data base administration,
disaster recovery, back up strategies and performance tuning; comprehensive
knowledge of the methods and techniques of office management, organization and
supervision; comprehensive knowledge of the principals and practices of public
administration; thorough knowledge of software system development life cycle
and delivery methodologies; thorough knowledge of the current innovations and
technology in information systems; good knowledge of current optical imaging
technologies and document management systems; good knowledge of process and
data modeling; ability to plan, organize and supervise the work of a staff in a
manner conducive to full performance and high morale; ability to analyze facts
and exercise sound judgement in arriving at recommendations and conclusions;
ability to express oneself clearly and concisely both orally and in writing;
ability to establish and maintain effective working relationships with
department heads and County administration; physical condition commensurate
with the demands of the position.
MINIMUM
QUALIFICATIONS
Graduation
from a New York State or regionally accredited college or university with a
Bachelor’s Degree and possession of certification in advanced computer
programming or a computer related field and ten (10) years of administrative
experience including four (4) years administrative experience with
responsibility for automated management information systems, two (2) years in
implementing and administering optical imaging and documentation management
software, and four (4) years in the use of system development life cycle and
system delivery methodologies.
