DISTINGUISHING FEATURES OF THE CLASS

An employee in this class assists in performing fiscal and programmatic analyses for the Suffolk County Legislature.  The incumbent is assigned to work with a senior staff member in a team approach to analysis until enough knowledge and experience is gained for independent work performance.  Work is assigned and reviewed by a higher level Legislative Analyst or an administrative supervisor.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Assists in analyzing the fiscal and programmatic effects of the Suffolk County Executive's proposed operating and capital budgets;

            Participates in a team effort involving research and analysis for a special project;

            Meets with department heads and their representatives, collecting data, analyzing the data and preparing a written report of findings and recommendations;

            Researches a variety of issues of importance to the Legislature: such as organizational structures, program costs and benefits, impacts of budgetary changes and the status of federal and state legislation or funding.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Working knowledge of the principles, practices and techniques of public administration, public finance and budgeting; working knowledge of the principles of cost-benefit analysis; working knowledge of program evaluation and methods; working knowledge of federal and state grant programs; ability to conduct limited studies of government operations and to perform fiscal research; ability to assess the fiscal implication of moderately complex legislation; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the  position.

           

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            a)  Graduation from a New York State or regionally accredited college or university with a Master's Degree; or,

            b) Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree and two (2) years of experience in the analysis of programs, research, management, finance, personnel, policy and/or budgeting, one (1) year of which must have been in the public sector or government; or,

            c)    An equivalent combination of education and experience as defined by the limits of a) and b).

 

            PROMOTIONAL

            Two (2) years of permanent competitive status as a Legislative Technician.
