DISTINGUISHING FEATURES OF THE CLASS

An employee in this class performs thorough fiscal and programmatic analyses for the Suffolk County Legislature.  Responsibility is included for the comparison of departmental requests with amounts recommended by the Suffolk County Executive, and the subsequent study of the impact upon departmental operations.  This class differs from Assistant Legislative Analyst in that more thorough analyses are required, and from Senior Legislative Analyst in that no super­vision is exercised.  Work is performed under the supervision of a higher level Legislative Analyst or the Director of Budget Review.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Analyzes the fiscal and programmatic effects of the Suffolk County Executive's proposed operating and capital budgets;

          Performs a thorough analysis and comparison of departmental requests for personnel, supplies, equipment and technological improvements with the amounts recommended by the Suffolk County Executive;

          Prepares specific budgetary and programmatic recommendations for considera­tion by the Legislature;

          Prepares resolutions and local laws;

          Researches, analyzes and prepares reports to the Legislature on subject areas: such as ferry district petitions for rate changes, organizational struc­tures, cost efficiency and effectiveness, departmental reorganization impacts, labor agreement proposals, and changes in state funding formulas;

          Attends legislative committee meetings.

 

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of the principles, practices and techniques of public administration, public finance and budgeting; good knowledge of the principles of cost-benefit analysis; good knowledge of program evaluation and methods; working knowledge of Federal and State grant programs; ability to conduct studies of government operations and to perform fiscal research; ability to assess the fiscal implication of complex legislation; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensu­rate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          (a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Master's Degree and three (3) years of experience in the analysis of programs, research, management, finance, personnel, policy, and/or budgeting, two (2) years of which must have been in the public sector or government; or,

          (b) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree and five (5) years of experience in the analysis of programs, management, finance, personnel, policy, and/or budgeting, three (3) years of which must have been in the public sector or government; or,

          (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).

         

          PROMOTIONAL

          Two (2) years of permanent competitive status as an Assistant Legislative Analyst.
