DISTINGUISHING FEATURES OF THE CLASS

An employee in this class analyzes the budgetary and fiscal implications of pending legislation, usually exercising supervision over Legislative Analysts as special studies are undertaken at the request of the Legislature and/or the Director of Budget Review.  Work is broader in scope and more complex than that assigned to Legislative Analysts and is reviewed through conferences and discussion of reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

         Supervises the performing of fiscal and programmatic analyses for the Suffolk County Legislature;

         Prepares alternative policy options and analyzes the impact of those policies for legislative consideration;

         Supervises analyses of larger departments whose operations are complicated by federal and state funding formulas and/or departments scheduled for operational changes or reorganization;

         Prepares resolutions and local laws;

         Attends legislative committee meetings.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles, practices and techniques of public administration, public finance and budgeting; thorough knowledge of the principles of cost-benefit analysis; good knowledge of program evaluation and methods; working knowledge of federal and state grant programs; ability to supervise studies of government operations and to perform fiscal research; ability to assess the fiscal implications of complex legislation; ability to provide supervision in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

         OPEN COMPETITIVE

         (a) Graduation from a New York State or regionally accredited college or university with a Master’s Degree in Finance, Accounting, Political Science, Economics, Public Administration, Business Administration, Urban Policy or Social Welfare, and four (4) years of government agency experience in the analysis of programs, management, finance, personnel, policy and/or budgets, which has included one (1) year of project leadership responsibility; or,

 

         (b) Graduation from a New York State or regionally accredited college or university with a Bachelor’s Degree in Finance, Accounting, Political Science, Economics, Public Administration, Business Administration, Urban Policy or Social Welfare, and six (6) years of government agency experience in the analysis of programs, management, finance, personnel, policy and/or budgets, which has included one (1) year of project leadership responsibility; or,

 

         (c) An equivalent combination of education and experience as defined by the limits of (a) and b), except that no substitution will be accepted for the specified one (1) year of project leadership responsibility.

 

         PROMOTIONAL:

         One (1) year of permanent competitive status as a Legislative Analyst or Legislative Financial Evaluator.
